1. Water in minecraft could be a lot cooler if there was currents for rivers like when you stand in it, it would push you down stream or something.
2. There should be "Water Slabs", which is a bucket of water combined with a slab of any type. It needs to be place by a water source block, but it allows water to go through it. There should also be an Iron bar version.
3. There should be cloth made from 8 string or maybe 2 wool, which can create clothes, but more importantly, hoses. Hoses can put out fires from a distance, without making a mess. They don't do damage unless you upgrade them to a fire hose which does damage and puts out fires even faster!
4. Back to the iron bar idea, if you combine it with cloth you get restricted bars, which decreases the amount of water passing by half.
5.You should be able to combine hoses, a dispenser, and a water bucket with wood, stone, cobble, bricks, stone bricks, netherbrick, wool, and quartz, you get a hose brick which when supplied with a redstone pulse, will spray in the direction it's facing, to put out fires, or make cooler showers.
I think dispensers can already place/remove water . . . and water slabs seem good for aesthetics (and my quartz-rimmed hot tub ) but how would they work with normal water? Good ideas, but please put in more detail about how they would work.

To be blunt, this would probably be the only thing I could see being interesting to implement.
Though I must say, the reason that the water would be flowing in the first place would be because it is flowing down hill; originating from a source above sea level. In most cases, that would have to mean that body of water the stream originated from came to be because of precipitation (rain/snow), meaning that it would only make sense if rain would actual leave a trace behind (which some mods allow it to do, e.g. puddles, ponds, etc.); which I am not exactly too keen on seeing being implemented.

In the "real" world you are correct, rain fills the lakes the rivers flow out of. But because this is minecraft, that is not necessary. Just because you make a river flowing doesn't mean it has to deplete its water source. Without the depletion of a water source rain doesn't need to create new water sources. Furthermore, a source of water isn't even necessary. You could have just a river that flows.
As for the original post, the first one is straight forward but the rest are not very well explained. Here are some questions that need to be answered before I will fully understand your ideas:
1. Why would it be useful/in what situation would you use it?
2. How will it interact with other things in the game?
The more details you can provide the better. I'll let you ponder this and get back to me.
