I was thinking of a command to place into command blocks, that would produce a note block sound to everyone in the server (or limited based on permissions)
Reason: in a lot of note block builds, there is always a problem of the song fading in and out as the signal moves up and down the blocks. This idea will play the sound as if your standing on the note block, making songs sound a bit better.
command would be
/play (instrument) (1-25)
example
/play sand 12
can be extended to /play @p sand 12 (and other permutations that limits the affected area)
a good idea for server broadcast or simple clocks (digs at sunrise and set to let people underground know what time it is?)
Playing sounds to individual players would be handy. One of my friends wants to make a plugin that gets the attention of AFK people when you issue a /doorbell command, and this would make it a whole lot easier.
This has a lot of potential. I think that you should be able to target players using the basic command block arguments, that way you could not only have it play server wide but target large or small areas depending on the target radius("r")(If you don't know what I am referring to look at this page under the "Arguments" section: http://www.minecraftwiki.net/wiki/Command_block). This could be useful if you wanted to create custom music for certain sections of your server or map to set the mood and better reflect the surrounding area.
I dont know. this is still in suggestion phase, maybe the mob sounds could be used, but only owner/admin could set them. (toggling the message

But the whole point is people (read:Map makers) don't want to have to put redstone + noteblocks near the player as it causes lag, cant be targeted on individuals and can be seen and looks ugly
With a command you can put it all in the spawn chunks (which stay loaded forever) and then remotely make the sounds. I should know about this, I made an entire custom map where the redstone was in the spawn chunks and the players never saw it
like i said, this is still in suggestion phase. getting ideas untill someone else can get it off the ground

i think the noteblock itself would be too much, you wouldnt want chat filled up as someone plays through fire and flames
maybe an added gui to noteblocks (admins would have the /tuner, and right click a block) to quickly set
1) note (sand, wood, glass, stone, dirt) scale, volume(?)
2) sound (bow, button, piston, door, trapdoor, lava pop)
3) mob (creeper hiss, skelly clank, zombie growl, spider slither)
i can see someone trying to make jingle bells with wolves and cowsthe command could be put into chat or set through a command block
