Isn't it about time we got a better, easier way to edit and use custom character textures instead of using third-party graphics programs, and uploading it via the web? Seeing as how this is the entry-level of Minecraft graphic editing, and the way in which players customize their avatars, it would be really nice if we could handle all of this in-game, probably from the main menu.
I quite like this idea, but I can't help but feel an in-game skin editor would offer nowhere near as many features as most common editors these days. Perhaps there's a link to open your skin in your favourite image editor, and when you save it, it will automatically update it on Minecraft.net?

Well, it's not like there's terribly many options for skin editing (which would have been the right tag for this, darnit!)
It's really just applying various colors to a template and ideally, being able to see a real-time 3D mockup of what you're creating. It wouldn't be difficult to do; it's very simple coding really.

I don't think "bothered" is the right word. Simple game functions shouldn't require third-party software, and editing your avatar is one of the most common, and simplest, things you can do in Minecraft that currently does require third-party software. Since it's something nearly everyone does at some point, it would be nice to see it included in basic functionality.
And, since Mojang reserves the right to include or duplicate mods that they like in MC's base code, (as they already have done with the horses), the work is basically already done by the community and should be easy to roll-in as a base feature.
Um no. They do not reserve the right to copy code. Horses were a collaboration between the creator of the mod and Dinnerbone.
You may be right, I'm having the damndest time finding the quote I'm thinking of, however, I do remember as a fact they said that if a mod adds a feature that they were already working on or that they deem a good idea for the base game, they can add it. I think this is why they removed the cost to becoming an official mod supplier.
It might have been mentioned in here but I'm not sure and I don't have the time right now to check.
