With the addition of horses, railroads are even slower than other modes of transportation. Instead of making the powered rails faster, the behavior should be changed. Powered rails, when enabled, currently make the minecart accelerate very quickly to a low maximum speed of 8m/s. That means that it sometimes makes the minecart slow down. The speed of the minecart after hitting the rail is too low to be very useful for quick transportation.
Instead of doing what they currently do, the powered rail should accelerate the minecart. The acceleration amount should be enough to counter hill gravity. This means that you can have a lot of powered rails in a line, and the minecart will be moving very quickly once it hits all of them. So you'd be able to make faster subways by adding more powered rails. With a powered rail every 5 blocks, for example, it would be impressively fast. 7eggert made a suggestion below and some specifics that I agree with. Basically, the minecart should take more powered rails to accelerate if it is moving quickly and should slow down more quickly if it is moving quickly.
The speed of the minecart could either be capped at some high level, or the minecart could break into an item at a very fast speed. But this would enable players to build subways that are faster than horses.
I disagree, do you realize just how big the maps are on the pc version? what if where you wanted to go was a long distance away from your current location? slowing down minecarts would make this game worse than it already is, even in creative mode, flying is a bore after doing it for 10 minutes or so.
it's bad enough having to deal with limited vehicle options. but to suggest this kind of thing? think this through buddy, I think you'll find not too many of us would be happy with such a change. slow vehicles defeats the purpose of having one IMO.

A minecart crossing a Powered Rail should accelerate as if it's draining energy at a constant rate while crossing the rail. The energy will add to the current speed.
E_old = M * v_old²
E_new = E_old + t * E' = M * v_new²
(then calculate the acceleration and substract deceleration)
The faster a cart is, the more rails you'll need to power it.
The deceleration needs to grow with x_0 * v + x_1 * v² + x_2 * v³ (will outgrow acceleration). On reaching a low value, a cart should just stop and remeber it's direction.
One powered rail on a hill should accelerate a cart to cross two non-powered rail and reach a next powered rail. That's how current setups tend to work.
Finally, someone who gets it! Yeah, that makes sense. I'll put it in the OP because I agree with you more than what I put originally.
I guess railways are a tad slow now. But they are they easiest to make for servers. In fact, if we add some simple signalling equipment, it could be much better.

Curse PremiumNo. They slow it down, in fact, if the cart rolls down a big hill with normal rails then hits powered rails.
