We have absolutely no need for what you are describing. Honestly, I'm not against ghosts or anything but we really don't need them implemented like this.
Your "ghost" is an easily killable mob that floats and walks through 1 block wide walls. It drops a new item that doesn't add anything new to the game. Sure, you can grow things in one try with your ecto-bonemeal or whatever, OR you could just use more bonemeal. Bonemeal isn't exactly hard to get. Second, ecto slabs are fine and all, but whats the point? Finally, why have an enchantment that is specifically made for ghosts? As you said they spawn fairly rarely anyways so why add another next to useless enchantment to the game?
I don't support. The idea should be more thought out.
I think I would like ghosts better as Stronghold mobs that were dangerous but gave lots of EXP. Perhaps they could be able to pass through any block, but would be unable to stray a certain distance from an "anchor" block, basically a modified block like the Monster Egg that resembles the various kinds of Stone Brick that spawns a single ghost and as mentioned serves as the center of its range of motion.

1. This is a ghost, I don't understand why you feel you need to add quotation marks as if the author was making up this thread. Kind of rude.
2.Easily killable? It has 7 hearts that regenerate. It also shifts from side to side when trying to hit it, it also does good damage and has a fast attacking rate.
3.It does add new stuff to the game: ecto-slabs and ecto-bone meal.
4. Yes an enchantment just for ghost. Ghost can be tough, and maybe people want to collect ectoplasm.
5. Ecto-bone meal plants your crops/plants faster. Period.
6.Ecto-slabs point? Just the same as iron slabs. Maybe for people who are building different kinds of houses. For people who are not afraid to use imagination, like you.
Ghost have 7 hearts of health. Their life also regenerates 1/2 heart every 2 seconds.
Places found:
Ghost are only found in caverns and abandoned mine shacks. You can also find them in swamps, rarely though. They spawn in the day as they do in the night.
How Rare:
Like i said above, they are normal spawns inside abandoned mine shacks, slightly more rare in caverns, and very rare inside swamps.
Damage:
Ghost do 3 hearts worth of damage. And they deal it every 1.5 second when attacking.
Movement/Attacking:
Ghost float 2 blocks above the ground at all times, even when attacking. That makes them difficult to hit. They also will shift from side to side when attacking. They can move right through walls (only one block wide). And will attack players up to 3 blocks away. When they are about to attack, they will "charge" at the player with a blood curdling scream. They attack by slashing.
Appearance:
Ghost are transparent and grey in color. They look similar to the default "Steve" skin. The ghost found in abandoned mine shacks have chains attached to there feet, while the ones found in swamps and caverns do not. Yet the ones found in swamps have red eyes.
Drops/Crafting/Enchanting:
Ghost drop ectoplasm (when i say drop i mean puke out. Instead of just dropping stuff like other mobs, ghost puke out ectoplasm upon death.) It doesn't drop every time but its got a 75% chance of dropping. Its their only drop. You can craft ectoplasm to make enhanced bone meal, or ecto-slabs. (Ectoplasm is green and slimy by the way.)

Enhanced bone meal works like bone meal before the update. It grows things in one use. (It looks like bone meal but green)

Ecto-slabs work like normal slabs, but are slightly transparent. Not invisible but transparent. (Its green in color.)
Oh, and there is an enchantment for swords/bows available at level 15, 25, and 30. Its called Poltergeist Hunter.
Level 15- 5% more damage to ghost.
Level 25- 15% more damage to ghost.
Level 30- 30% more damage to ghost.
Reasons Ghost should be added:
Abandoned mines more of a challenge.
Adds more slabs.
Swamps more creepy.
Adds enhanced bone meal.
Adds ecto-slabs.
New kind of mob.
Caverns more of a Challenger.
Caverns more creepy.
Swamps more difficult.
And much, much more.

I was done when I read 'Flying Jellyfish'. You sir, just put the glitch into the game. That is an AWESOME idea. I can just imagine it now, the flying jellyfish boss, like your just travelling on land over night, you hear a terrifying scream.. and then you turn around to be greeted by the massive, death-like jellyfish boss.
And I am now on a tangent. Anyway, that is an awesome idea.
There is already a mob like that, the Ghast. Looks like a giant jellyfish, and its big. Plus it screams/cry.

I might recommend the following changes.
Ghosts should be able to pass through walls, even those larger than one block thick, but they avoid lit areas. So torches are all you need to keep them at bay, sort of. You only see them in the dark as that is the only time they are visible. But in lit areas or in the day time, they may still be there, you just can't see them.
You can't kill a ghost because well, their ghosts. But they also can't harm you directly. But they can kill you indirectly. They like to open doors, throw switches, brake window pains (but not window blocks), knock off torches, and push buttons, and this may be all that is needed to let those pesky zombies into your fortress. They may also prevent you from sleeping.
But ghosts are not completely harmless. They could become wraths and attack. They wouldn't do a lot of damage, but sense you can't kill them they wouldn't need too to be a problem. But ghosts only become wraiths if they are protecting something, like gold or diamonds that might be within its patrol range. Planting a torch makes them turn invisible and thus they can't harm you, but they can still knock off the torch and you would be in the dark again. Setting something on fire, like a block of wood, would put a stop to that, but only for as long as the wood burns.
Ghosts should be tied to a block or object, maybe something like a bone stone. Bone stone could be a natural accruing ore that when mined will produce something that looks like a skull or maybe an odd shaped object. So if you extract and take a bone stone, you will take the ghost with you. And if you have any gold or diamonds in your inventory, the ghost will become a wreath.
Unlike other objects, bone stones are not easily destroyed. Just dropping it into lava will not destroy it as it sinks to the bottom and turns back into a block or panel. The ghost is now tied to the lava pit until you can extract it again.
But you could take the bone stone to your brewing stand and turn it into something useful. It could be turned into different kinds of amulets. One works like a ghost/wreath repellent, another might work like a diamond detector that glows when diamond ore is near. Or it could be turned into potions that let you walk through walls.
It might be possible to tame a ghost. You can plant a pacified bone stone around your fortress or village as another means of patrolling against mobs, or they might be useful as back up when mining and prevent those pesky mobs from sneaking up on you.
As they can fly, you might be able to train them to go after ghasts, giving you some cover when working in the nether.
You can maybe craft them into a kind of bone stone grenade and throw them in chambers with spawners, giving you a better chance of subduing the spawner.

I like the concept of your idea, but the ghost is probably the best as it is. Unlike most mobs, ghost CAN walk through walls, just one block wide.
And unlike most mobs they drop things that craft blocks.
I really, really, really like this idea. I was going to make a post about ghosts and maybe mummies but you did way better than I would have done. Did I mention I really like this idea? Cause I really like it. Really.
