I don't know if I like "quickly". They shouldn't be as slow as cobwebs, but to be able to pass through them as if they weren't even there?
Actually, I think this might be a cool opportunity for a new enchantment. Leaf-Walker (edit: Brachiation?) Armour, lets you move through leaves as if you were swimming or flying. There could be a similar enchantment for Web-Walking too.
The new enchantment could be a potion, instead of an armor enchant, that way it wouldn't compete as much with other useful armor enchants.
New item: Golden Feather
Crafting recipe: A Feather surrounded by 8 Gold Nuggets.
Appearance: Like the normal feather, but seemingly made out of gold.
Stackable: Yes (64).
Uses:
#1 - When held in hand and right-clicked, the Golden Feather disappears and the player glows gold (and his mainscreen view also glows gold, solftly so in the middle and only more pronounced near the screen borders) for about 2 seconds. If the player takes falling damage while under the effect, then the actual distance fallen is halved.
To those saying this is overpowered, hey, ever carried a bucket? Amongst many other very useful things, it allows the making of a water ladder to drop you safely from any height. You don't even lose the bucket, so all it costs really is 1 water block. And, if alongside a cliff face, with a bit of practice you can even carry that water block downward with you. So yeah I think 1 feather + nearly 1 gold to allow one to "quickly" survive a fall from a maximum height of 45 blocks (if at full health) isn't too much.
If anything, this might even seem to be a bit underpowered. However, it will work in the Nether, while using water in the Nether is all but impossible. It will also work in multiplayer servers in those places were you can't place blocks at all, which is a requirement for a water ladder.
#2 - As the main brewing ingredient for Potion of Freedom of Movement.
EDIT : Because Use #1 nearly duplicates Boots of Feather Falling, it is probably better to replace Use #1 with this instead:
#3: When held in hand and right-clicked, the Golden Feather disappears and the player glows gold (and his mainscreen view also glows gold, softly so in the middle and only more pronounced near the screen borders) for about 10 seconds.
During that time, when the player falls, his vertical speed is about 1/5 the normal falling speed (the falling damage is the same however), while his horizontal "walking" speed is not reduced at all, and is the same as if he was walking on solid ground (without however any bonus from sprinting or swiftness or the like).
This allows very long jumps over chasms. Note that just like in a normal fall, the player can always "change direction" midway through his fall.
Golden Feather "Rank II" would use Gold blocks instead of nuggets, and have the purple "magical item aura", and instead of "slow falling + better maneuverability while falling" like the Rank I item, would instead give true flight for 30 seconds, either by double-pressing space like in Creative mode, or it would also activate automatically whenever you fall 10 blocks, rapidly slowing you down and making you at a full stop (hovering) after 2 more blocks fallen (i.e. note that lesser falls would still kill you if you are at less than half hit points).
New Potion: Potion of Mobility (Edit: name was previously Freedom of movement, which was too long, so I changed it).
Main Ingredient: Golden Feather.
Duration: 3 minutes (like all other potions) (Extendable to 8 minutes using redstone dust; or Powerable to Rank II for 1:30 minutes using glowstone dust).
Effects:
#1 - All slowing effects are either halved in their intensity (Rank I potion) or wholly negated (Rank II potion). This includes swimming in water and lava, walking on soul-sand, being under the effect of a slowing potion, falling through cobwebs, etc.
#2 - The player can pass through the following types of blocks as if they were not solid:
- Full freedom of movement: Cobwebs, Leaves, Lilypads.
- Ignore their hitbox when they are in the 'open' state: Doors and Trapdoors.
- Can climb over if they are under Air blocks: Fences, Fence Gates, and Walls.
Unless the potion is Rank II, crossing through Leaves would be at a somewhat reduced from the normal walking speed.
To those saying climbing fences would ruin the "security of builds". Come on, let's get real here: in the next official release we will actually have horses able to jump *4* blocks high! So let's forget about fences and walls being "real" obstacles, ok?

As for the feather falling boots enchant. Ahh DANG I forgot about it. You're right it makes for quite a duplication there, and the Minecraft design style is to NOT to make such duplication.
