Because more mobility could be useful.
I've talked about a few of these in other threads, and figured I'd put them here with all my other ideas.
And who doesn't like shoes?
So, without further adieu, Boot Enchantments. These would be as rare as Feather Falling in the Enchantment Table. However, they will never stack with each other, or with Feather Falling.
Water Walking
Allows the player to walk on top of full Water blocks. The player will slowly sink when standing still, and drop immediately when Sneaking. Makes a splash sound with every step.
Example Application: Use it to quickly traverse large bodies of water or escape mobs or hostile players.
Bounding
Up to 3 Levels. Increases Jump Height 1-3 blocks. Also negates Fall Damage from 1-3 blocks higher.
Example Application: Use it to more easily scale mountains, jump over walls, evade mobs, etc. Or use it when Roofing your house to prevent unnecessary injuries.
Float (Previously: Hover)
Decreases the speed at which a player falls, allowing them to maneuver more easily in midair Taking damage, sneaking, or touching a wall will cause you to fall at normal speed.
Example Application: Use them when navigating treacherous mountains or ravines to give yourself a better chance at landing in water or a nearer ledge
Weight (Previously: Cleat and Dive)
Weight Boots make the player heavier, causing them to stick to the ground, reducing knockback, negating slipping on ice, and allowing them to walk through water currents without resistance. Will also make the player sink faster in deep water while Sneaking.
Example Application: Use when working in and around water to negate the movement speed penalty of water.
Flippers
Allows the player to "Fly" when underwater, by double tapping the space bar or shift key. Faster than swimming normally, but drains as much hunger as Sprinting, making it impractical for extended periods. Cancel Flipper swimming by double tapping the Space bar again. Same as flying in creative.
Example Application: Use when working under water, or when needing to traverse a body of water quickly.
Dash (New)
Changes Sprint to a short range Dash, which allows you to move much faster, in short bursts. You resume normal sprinting after performing a Dash.
Example Application: Use in combat to evade mobs easier, or to close the gap between a target, or to get a further jump from your Sprint.

I don't know...A lot of them seem less helpful than harmful. I do like how none of them(Aside from crash) are PvP enchantments.
Flippers seems like it'd need a buff, if anything. Maybe remove the faster oxygen consumption? Admit it, is it really that breathtaking to swim with flippers?
Cleats probably shouldn't slow you down like that. Otherwise, why use them? The only reason I can think of is to cheat in a parkour course.
Hover seems rather useless, made worse by the slipperiness. Maybe slow down falling(But not reduce fall damage), so you can control yourself better, and guide yourself towards safer ground. Or just guide yourself into a lake. And holding shift would resume normal falling speed.
Bounding is pretty good, though. I can see that being used. It should also remove fall damage three blocks farther, though, cause at the high levels, people would get hurt by bouncing.(you take damage by falling three blocks.)
Water walking seems pretty good, though they should be able to sneak to stop water walking.
Crash seems pointless, cause you take fall damage, anyways. Only in water polo PvP.
Hot Foot is borderline useless. Not only do most people just swing something to put out fires, the chance to catch fire anyways makes it further useless. Now, a trail of fire. That'd be awesome.
Dive would be completely useless, especially considering how Respiration isn't permanent breathing. I don't know what sticky is, but slowing down is extremely harmful. Combine that with quick sinking, something that could easily be considered more detrimental than beneficial...I don't think so. The ONLY reason I see, is it'd let you get away from annoying PvPers by sinking down to the bottom of the ocean and digging down to hide before they find you.
Overall, there are some diamonds in the rough, but most of these need fine tuning or a total readjustment.

Bounding
Up to 3 Levels. Increases Jump Height 1-3 blocks. Simple enough. Nah, this is already done with the beacon block. This could also be a problem if you end up jumping too high into a hazard or overshoot a smaller jump that the boots are screwing with.
Hover
Allows the player to float in the air, briefly, after walking off of a ledge. Jumping or taking damage will cancel the hover effect, and cause you to fall. Players wearing Hover enchanted boots will slide around as though they were on Ice. I recommend cutting out that slippery thing immediately. That's gonna get very annoying.
Crash
Allows you to attack mobs by jumping on top of them. Damage dealt depends on the height you fell from, for a maximum of 8 hearts worth of damage. Yeah... Minecraft isn't a Mario Bros game.
Cleat
Allows you to walk without being knocked back, slipping on ice, or being pushed by water, but it slows your movement speed to as though you were walking on ice. No, don't add negatives to boot enchantments. When we spend our hard earned XP levels, we want an enchantment that will be 100% positive effects.
Dive
Similar to the Sticky Enchantment, Dive Boots make the player heavier, making them harder to move, but allowing them to quickly sink to the bottom of deep water. Player moves at the same speed as though they were under water, even when on land. There's that negative drawback thing again. No, that's not what enchantments are about. This enchantment is more negative than positive. So you're harder to move and can sink in water faster (possibly making drowning easier) but you can walk in water faster? That is underpowered and doesn't make any sense.
Hot Foot
Allows the player to put out fires by walking over them. The player may still catch on fire, however. An enchantment for the sole purpose of putting out fire, but you can still catch fire? Pointless, pointless and pointless. You could just, you know... put the out the fire by hand. If fire damage is that big a deal for you, drink a fire resistance potion.
Flippers
Allows the player to "Fly" when underwater at the expense of increased Hunger and Oxygen consumption. Dude, no. There's that negative drawback again that enchantments aren't supposed to have. This one is also pointless as hell. So I can move around in water faster but I can drown faster and my hunger drains faster? Kinda makes me not want to move in water at all if that'll happen. Sorry, but those are some really really really bad enchantments. What the guy above me said, enchantments with negative stuff would just be horrible. Enchantments are meant to be upgrades, and not sidegrades - with the exception of Silk Touch depending on how the player utilizes it.
No one will want to spend 30 experience levels getting an enchantment that forcibly slows you down and makes you fall faster in water but can make you walk in water faster (what..?). Because enchantments are random, I don't want the chance to get stuck with the useless 'hot foot' or something that turns me into Mario. Nonononono.

As for the Bounding enchantment making the Beacon Block redundant: Beacons have limited range already. The jump boost isn't really all the useful when the range of the beacon doesn't extend that far away from its pyramid. Plus, it has other buffs that it can provide.
