Well, think about map makers, they could make dispensers shoot potions further, and even have the potions must hit the character for the effect to take place. Also, what about game play? You cannot get potions very far in regular game play, so mix in A arrow, boom, epic.

Well, heard of thorns enchantment? This is something like that. Say you have A level I Mirror on your chest plate, sometimes arrows that hit you will be deflected, and you will still take the arrow damage. A level II Mirror has A better chance of deflecting arrows, and has A slight chance to deflect fire charge balls shot from A blaze, or dispenser only if your chest plate has fire protection. If you add thorn to mirror, deflected arrows do A quarter more damage, if you add highest level of thorn, deflected arrows do double the damage. Now this brings A new mechanism into the game: Enchantments working to gather. If you have fire protection, and Mirror II, you SOMETIMES deflect fire charge. If you have Mirror III, A even better chance to deflect arrows and fire charge. if you have the highest Mirror enchantment, AND A high level of fire protection, AND high blast protection, you will sometimes deflect ghast balls, and you will always deflect fire charge. If you have highest mirror enchantment, AND high progectile enchantment, you will deflect every arrow. Remember, Mirror will not effect the damage inflicted by the shots towards you.

Okay, this is A nice Game play mechanism with enchantments working to gather, upgrading each other. Also, skeletons would get A taste of there own medicine, and shoot there selfs, witch is hilarious :3.

As mentioned before, enchantments will work to gather, in my opinion, A great mechanism to remember when enchanting. For instance, I am going to use A anvil to add thorn to mirror, deflected arrows do A quarter more damage, or the highest level of thorn will double the deflected arrow's damage.

Dude, your splash potion arrows is one of the most oversuggested things to ever touch this forum. As for your mirror enchantment, we already have the Thorns enchantment for that, so... yeah.
Seems like its a wishlist cuz there must be one suggestion per topic or they must be closely related.
I however support potions attached to arrows but only splash potions. It acts as a bazooka while splash potion of damage 2 acts similiar to hand grenade...
For mirror, we already have Thorns for that. You just should pimp your armor, go mining dmd or redstone to gain large amounts of XP then go to your anvil and tune your armor even more...
Also, arrow head potions would be good of Mojang would add potion of ignition and implement potion combining in anvils...
Imagine you have splash potion(after combining in anvil) - of damage 2 and ignition.
You attach them to arrow, fire a bow... BOOM! Nearby enemies damaged by 6 hearts and, oh hell, set on fire. In the Nether - Poison or Poison 2 - cold ignitionless damage which affect fireproofs.
Also if Mojang would add Potion of Block Destruction:
I would then combine splash potions of damage 2, ignition and block destruction, put one on arrowhead and will get war missile which is lethal... To snow golems. Other mobs may die due to ignition. Also I will then make that arrow potion not only with ignition but also with poison to ensure lethality to my enemies.
