The nether isn't as developed as the overworld. There isn't many mobs.
The idea is that roaming souls take the place of zombies. They are rare, and spawn wherever you died, there is only a 10% chance, and it only happens when killed by a mob that has less than 5 hearts. Once slain, it will give you a shard of nether, which can be used to create glowing obsidian, which can empower a nether portal. Once empowered, all the Roaming souls you successfully killed will respawn in the nether as darkened Roaming Souls. Which will drop Evil shards.

You can tame ghasts by feeding them empowered shards, then put on the saddle afterwards.
You can ride the ghast, and shoot fireballs on command, though for the cost of a gunpowder.

You can use these ghast ladders as leads for ghasts, and climb ontop of the ghast on them. That way you can reach your tamed ghast, and it can't get away.
In addition to the above poster, I'd like to add that you're proposing the addition of no less than two mobs with no unique functions that serve only to drop unique items, which are in turn only used for the second idea (hostile taming) that isn't particularly well-refined either.
The fact that most of your idea would remain intact if it were changed to just have zombies drop the item instead doesn't bode well for the idea.
