Self explanatory really, but here's how it would boil down:
To craft one, it requires two parts: A Headlamp Bulb and an Iron Helmet.
The Headlamp Bulb will be crafted with a Redstone Dust in the center, surrounded by Glowstone Dust.
To make the Headlamp, you place an Iron Helmet in the crafting table and the Headlamp Bulb to the right of it.
To keep this from being overpowered, it would have a durability, or rather, a timer of 30 minutes before it breaks. If you take the Headlamp off of your head, the timer will stop and can be resumed whenever placed back onto your head. When the timer is up, you get back an Iron Helmet, but without a bulb, and you can then just place another bulb on it.
It would have the same amount of light as Glowstone, but it would only light the blocks in front of you, rather than all around you.
I think this would fit well with the other light blocks in the game, since Torches would be much cheaper and could still be used as lighting in homes or in other areas, and Glowstone would be the same, but better looking and more expensive. The Headlamps would mostly be used for mines that you don't need to come back to (mobs will still spawn) or when journeying at nighttime.
Would the light be projected in front of you (Like a real head lamp) or around you (Like placing a torch on your head)?

Would bulbs be stackable in the inventory? If so, how many?

I already mentioned that the light would be projected in front of you, not around, and that the light itself would be equivalent to Glowstone in terms of distance and brightness.
I didn't even think about the stacking, but they would be in stacks of 16 probably.

The developers have already said no to moving dynamic lights because unless the entire lighting system was replaced it would be incredibly laggy, requiring block updates every time a player moves. Do you have a way around that?

But I see what you mean with the fact that it would take a lot of processing to have the light move with the player constantly, but there are already loads of mods that enable Torches to emit light in your hand, without being placed, why couldn't there be a slight reworking of that to enable the Headlamp to do this rather than a Torch?
Maybe make the range and light level and a bit smaller, then?
A small, directional lamp, isn't going to be as bright as a huge, glowing block.
I see what you mean. I suppose it could have properties more similar to a Torch, but the Headlamp Bulb is crafted using Glowstone, so it seems like it would be as bright as it.
notch thought about adding a lantern at one point (never knew why he didn't) but I'm broke in between which ones would be better, if it was the lantern I would expect it to have at least 2 levels less light than a torch, and if it were the headlamp, I would expect it to be balanced, like your idea

I guess it all depends on how it is done. I assume that the way those mods do it is with a shader effect that mimics the light for the game without actually making light. Because mobs can't spawn close to the player, they can trick the player into thinking that the torch is lighting the area up when it actually is not. That seems like the easiest work around at least. I'd have to try some of the mods to see how they work exactly though.

I really cant see the player not wanting to return to any reasonably deep cave until endgame, when they don't need as many resources, so...
Step 1. Obtain brewing stand.
Step 2. Obtain bottles.
Step 3. Obtain nether wart.
Step 4. Obtain golden carrot.
Step 5. Brew.
Step 6. Enjoy already implemented lighting.
Step 7. Repeat as necessary.

Your brain is so powerful, it would take a state of the art computer the size of a factory to come even close to matching the processing power.

But Nether Warts and especially Golden Carrots are harder to obtain than Iron Helmets, Glowstone, or Redstone. And potions don't last for very long either, so this option would be very inefficient.
