Since you've cleaned up this suggestion and focused on just the item frames, I can support it. I always support adding new functionality to exist item rather then create entirely new items given the choice.
I think this makes a nice way to simulate plates, but also gives more freedom to people that want to put maps on the table or whatever else. Freedom and creative = good!

There is exactly 1 reason I would want an item frame on the floor, to place maps in and make a map table/room. Of course, maps are just about the only thing i put in item frames any way, so that 1 reason is a BIG reason.

Well, idea really should be about allowing item frames to be placed to any block side. I fail to see why, if we add placement to floor, we shouldn't at same time add placement for ceiling.
I could imagine very interesting room decoration here if item frames could be placed on any surface.
