(Forgive me if I'm not savvy, and if there is a method I don't know of, please tell me what it is!)
Since the redesign of how Minecraft stores textures, it's easier than ever to make a custom pack, and a lot of options that couldn't be changed without modding can now just be redrawn and dumped in a folder as long as everything is named correctly.
However, Minecraft is a game that is constantly adding new content and one thing that seems to be missing is an easy way to look at the textures that are already in the game. I'm working on a pack and I'm using two existing custom packs just to see what textures exist and what their names are, but I definitely can't be sure SOMETHING isn't missing.
Now, I'm not expecting their to be just a folder in the install anymore with all the base textures in it because it wouldn't be in Minecraft's best interest to allow a literal overwrite of its default textures, but maybe a button could be added to the upcoming launcher that would take all of the existing default textures, skins, effects, interfaces, animation data, etc., and dump them into a folder in the same folder structure that they need to be in a texture pack?
This would at least give an easy-to-get reference for texture pack designers.
Semi-sure I understand what you are suggesting: You want a button that will download a reference copy of the ingame textures so you have a reference to what you need to make in a texture pack? If that is the case, I believe that you can access the textures in the minecraft.jar file (I think) and just scroll down a bit checking in on each of the folders until you find them (not sure what folder).

Ever hear of something called running away? Its like running towards them, but without the confrontation and death.
- Download 7zip
- Extract versionnumber.jar in your versions folder
- Copy the /textures folder
- Paste somewhere
- Open folder until you find the texture you need.
- Profit
Got to your minecraft.jar in the bin folder in .minecraft in AppData.
Right click minecraft.jar and click "open with", and click WinRar.
As you might see, the minecraft.jar looks like a maze of coding.
Just scroll down and make sure to find a folder. there are multiple folders, but this one is named "Textures"
Drag the textures folder out.
Then serach for other folders and make sure they have textures in them. Darg the folders with textures in them out as well.
Yea, go to your appdata (Start --> %appdata%) then .minecraft and then open up the minecraft.jar using a program like Winrar or 7zip. Most item and block textures are found in the textures folder, some other things like the armor and gui are in other folders.
Anywho, yea good luck on your texture!
