The Glacius is a dimension like the Overworld, but it's frozen over, the sky is whiter than the Overworld, and the landscape is far hillier. There are occasional caves, and powerful ice-related mobs (see Mobs section). Blocks called Glacius Grass, Glacius Dirt, and Glacius Stone generate in place of Grass Blocks, Dirt, and Stone respectively. It snows almost all the time. The ground is covered in snow. Compasses flail around randomly, but day and night still circulate, but the opposite way (for example: if it's noon in the Overworld, it's night in the Glacius, and vice-versa).
GETTING THERE
To get there, you need to build a portal frame out of ice blocks in a similar fashion to the Nether portal and light it with Glowstone Dust. (I couldn't think of a better thing to light it)
STIRIACUS ORE
An ore called Stiriacus Ore will generate underground. It is as rare as gold and will give you the ore block when you mine it. When smelted, you will receive a Stiriacus Gem. This can be used to craft tools, armor, and swords the same strength as diamond, but are as enchantable as gold.
MOBS
Ice Spirit: Shoots ice balls that can deal damage and inflict Slowness on their target. Has 5 hearts of health.
Glaician Guardian: Can be found in and around Glaician Temples (see Generated Structures section). They wield Stiriacus Swords and wear Stiriacus armor. Drops Stiriacus gems when killed, and have a rare chance of dropping their sword or a random piece of armor.
GENERATED STRUCTURES
Glaician Temples: Found fairly rarely across the map. Glaician Guardians spawn in and around it. It takes the shape of a Roman temple, but made of Glacius Brick (like nether brick, but frozen over) and in the middle is a staircase leading into a room with two chests and an Ice Spirit spawner, as well as a fair amount of Glaician Guards. The chests contain very valuable loot, such as diamonds, Stiriacus gear, and gold.
First of all, for the terrain, how about we split it into two kinds of "biomes".
1. Land, a plains like biome with very little hills and plantlife.
2. Sea, the ocean that surrounds the land. Glaciers spawn in the ocean, and can range from as big as a NPC house, to the size of a mountain. In the ocean water, you will take damage from the extreme cold, so it is advised to either use a boat or make bridges across.
Second, the blocks. First, Frozen Grass/Dirt Blocks. Smelting them in a furnace will turn it into a normal Grass/Dirt Block. Same goes for Frozen Stone/ Any other Frozen Blocks. On Glaciers, they are made out of Eternal Ice. Eternal Ice will never melt, and can even be lit.
On land, sometimes Frozen Dungeons can spawn underground. They consist of Frozen Stone/Cobble and rarerly Eternal Ice scattered everywhere. Chests are always covered in Eternal Ice though, and must be broken to get to them.
Finally, the portal itself. The whole "Nether Portal but with diffirent blocks and diffirent lighter" thing gets old fast. How about Crafting a Glacius Passage, made up of snowballs covering a Nether Star with Glowstone Blocks in the corners. Right clicking with a Glacius Passage on a full moon in a Snow Biome will take you there.
I'm considering bringing up an idea for a boss, but I'll hold back for now.
Ice Serpent
Look like flying snakes made of ice. Move quickly, and attack by spinning in place and lashing with their sharp, icy tails. Would be the Glacius equivalent to Spiders.
Frost Golem
What looks like a massive mound of moving snow is actually a gargantuan Frost Golem. They lie sleeping in the frozen plains, but will awaken and attack when the player comes near, launching sharp icicles from their fists.
Snow Hawk
Passive mobs that prowl the ice plains looking for food. They will attack if provoked, similar to Zombie Pigmen.

I made a little mock-up of what the Glacian Temple could look like:
I was thinking something like that, but made of a frozen over Nether Brick thing.
