This is referring to the underwater part of minecraft. As we all know, many people have tried to work underwater and it is nigh impossible unless you are in creative mode - which removes the satisfaction feel that survival gives you. Many of us wish there were other things in the water other than Squid, only to be dissatisfied at the many mods since they require solo play to actually work.
Therefore, i suggest Mojang should focus their next update (as in the one they havent snapshotted yet) should focus their update on water-based updates.
NOTE: I am not that good at defining mob health by hearts, since im not 100% sure how much damage weapons do/how much is actually done (if reduced at all). So i am basing my balances off of the Iron Sword.
New Mobs:
Piranha: Schooled, aggressive fish that die to one hit from an Iron Sword but run in groups of 5-10 and deal 1/2 heart worth of damage each. Found in rivers that are not near snow biomes. These annoying buggers dont drop anything, but their highly aggressive nature forces you to deal with them anyway.
Freshwater Shark: Passive fish that dwells at the bottom of non-ocean biome water bodies. Once aggravated it will attack and move very rapidly, moving twice as fast as Steve and dealing 2 hearts of damage. They take 5 hits from an Iron Sword to kill. Occupies one block. Drops 1 Shark Hide.
Saltwater Shark: Ocean-dwelling fish that are highly aggressive when hungry. They consume the ever-so-common Salmon when hungry and Steve is not around. When they eat a Salmon they remain passive for 1 minute or until hit. They deal 3 hearts of damage, and take 8 Iron Sword hits to kill. Occupies two blocks horizontally. Drops 2 Shark Hides.
Salmon: Medium sized fish that occupies all waters. Completely passive in nature, dies to one Iron Sword hit, and drop 1-2 Fresh Fish when killed. They are twice as common as Squid.
Bloated Salmon: Occasionally you will find a bloated salmon in the rivers of Minecraft. These are almost twice the size of normal Salmon and are loaded with eggs. Killing them will drop 2-3 Fresh Fish and 1-3 Salmon Eggs, which can be thrown into any body of water to spawn Salmon when hatched (1-2 Minecraft days to hatch). Yay fish tanks!!
Whale: Massive ocean creature with a passive nature. They take 15 strikes from an Iron Sword to kill and they occupy a 5wide by 4tall by 8long space. Very rare. When slain they drop 10-20 Black Dye and 1-2 Whalebones.
Creeppish: You guessed it, underwater creeper fish. They are semi-rare, occupy one block, and are rather fast. When they explode they are equal to normal creeper damage. Due to minecraft mechanics, they wont actually destroy anything in the open water (far as ive noticed anyway) but their diving straight at you nature will cause issues regardless. They take 2 Iron Sword hits to kill and drop Gunpowder and 1 Fresh Fish.
New Items:
Airweed: Airweed is a root that grows next to the waters on top of gravel blocks. It grows like Wheat in all other aspects, producing Airweed Root and Seeds at full maturity. This can be used to last longer underwater by consuming it automatically to refresh your air supply, or using it with Scuba Gear to replenish the air tanks.
Shark Hide: To define if you are making normal armor or Scuba Gear, you need to include Shark Hides in the recipe. Two for boots/helm, four for pants, five for chest.
Whalebone: A rare prize for hunting the very rare Whales. They can be a stand-alone decoration (looks like a 3block wide rib) or combine 9 of them to create a Whale Exhibit - a hanging decoration as big as the real Whale that comes complete with its own hanging graphics (ropes strung from the ceiling)
Salmon Eggs: Throwable eggs. If they land in water at least 3by2 or bigger they will hatch a Minecraft day later into a Salmon.
Fish Nets: Consumable, wide nets that you throw to slow down fish to a snail's pace for 5 seconds. Crafted by 2 strings, stacks to 64. The shark can still bite, so watch it! (Use these to get away or catch the fast Salmon!).
Goldfish Tank: New dungeon-obtained item. Takes up one block of space and...its a Goldfish bowl think about it - thats what you get.
New Gear:
Scuba Gear: New armor for each quality of ore (leather, iron, gold, diamond) that, when fully equipped, confer a special bonus designed for water-based use. Also when complete the bearer can dive underwater for 2 minute before consuming an Airweed Root. The Helmet whether with the rest of the suit or not will clear up your vision when underwater and let you see up to 30 blocks away unhindered (though blue-tinted).
--Leather: Agile swimming, allowing you to swim twice as fast as normal.
--Iron: Iron Chains provide wonderful shark resistance, making the Sharks deal half damage before normal armor damage reduction is applied.
--Gold: Heavy and fragile, not suited for fighting. However the weight lets you drop to the bottom of the water rapidly, though it also makes rising back up nearly impossible.
--Diamond: Confers the Iron bonus as well as lasting 3 minutes before consuming any Airweed Root.
Harpoon Gun: Specialized underwater weapon that deals Diamond Sword damage with each shot. Created by combining a Bow with 1 Wood Plank, 1 Gunpowder, and 2 Iron. Uses Harpoons, which are crafted by 2 Iron and 1 Diamond (creates 10). Weapon has a 10 second cooldown and can only be fired underwater. Travels twice as fast as Arrows and takes twice as long before dropping to the ground.
Not New, But Suggested Changes:
Ocean Biome: Double the depth of the ocean biomes, so that now we can truly build underwater builds and not have to dig it out first. Also since now we can actually get that far without the door trick.
Squids: Make Squids that appear in the Ocean twice as large!
Thoughts:
I have always tried to build stuff underwater, or on the water. Both ways i found the act of going through the water way too tedious with the tiny breath bar and slow swimming. On the flipside, too easy because the ONLY threat is a random skeleton since nothing else can reach you. I feel these changes wouldnt be too hard to add and would add a lot of depth (pun intended) to the underwater aspect of Minecraft.
And sorry for the wall of text, but an update like this needs quite a few things to be complete.
Oversuggested, but fairly anticipated. I do agree the ocean biom is only nice to look at from a distance, which is a serious flow of Minecraft. I'd add, that the depth shouldn't be doubled, it should be down to the 5-10th level, thus posing a new type of a challenge. We all now, that we must not dig under yourself. But since now you can dig into an ocean biom, water would wash you away. Not a big deal, but interesting thing to encounter underneath:)

Scuba gear and airweed are both useless. You just have to find a place in the ocean that is 2 blocks high, and you simply stand next to the structure and place a torch at head height, which will grant you a breath of fresh air.
