its about weather..it was suggested before..but whats new in it? to describe it i divided it into features..lets start.
1-heat
heats is a feature for biomes..every biome has its heat..biomes with so much different heat doesn't appear next to each other .heat is the base thing for plants to grow..see "farming" below. hot places has less rains and rarely storms..but its not impossible to have..
when heat reaches very low level it snows instead of rain, some biomes heat snows even on summer, some biomes snow only at winter, some biomes doesn't snow even on winter.
heat also increases near torches and fire and lava, also increase a little at day and decrease at night.
biome heats new biomes..to close gaps between current biome heats :
desert hottest
Savannah less
plains (hot) less
tropics less
jungle less
forest less
plains temprate
plains (cold) more
rain forest same as cold plains
tundra more
taiga same as tundra
Glacier more
What will happen for current saved worlds?
changes will apply for current biomes, trees may die..ice melts..

2-wetness wetness also the second base thing for farming..wetness increases near water and after rain. wet places has moss grow on near blocks..that makes stones on rivers always mossy

3-winds and storms
winds and storms are weather features..winds happen randomly with less heat are more likely to have winds..
possible things:
1-weak rains (some water drops)
2-rain
3-storm (local winds and rain)
4-thunder storm (with thunder)

winds are feature that always happen, but may be weak and doesn't matter, and may be strong enough to push mobs..winds can be known by:
the direction that clouds go to.
moving particles
wind clock (like the compass but shows wind direction)

4-seasons
there are 4 seasons, every season has its heat (winter+30_autumn+10_spring-10_summer+30), but heat doesnt jump from 30 to 10, it decreases and increases slowly, some trees may change its color at autumn and make beautiful falling leaves particles, spring has the best heat for most plants.
there's a seasons clock that works like normal clock but has 4 faces instead of 2.

5-new farming
plants should stay longer, and every plant has its own heat and wetness needs, cactus may lives in very hot areas and may die if planted in wet places, wheats perfect heat is summer at plains, may grow in other things but its the best to grow it in this time.
moss is a natural plant that needs cool wet (very wet) area,flowers usually appear at spring.
spurce needs cold places, it easily dies in hotter areas.
there will be a new fruit which is ananas (pineapple), it needs wet place and its perfect heat is at tropics on spring.

6-dust
when wind moves on sand it picks dust, the air takes beige color, but not too bad, the bad dust comes when strong winds move on sand, the air will be so dark. dusty weather may leave dust feature on blocks, and needs a broom to clean, this can be disabled by [/gamerule no dust] for adventure maps or for lazy people that hates working, sand and dirt and some other blocks doesn't take this feature.
it also makes some particles.
if you didn't imagine the dark sky because of dust i tell you a known argument at saudi arabia : go to the desert or it will come to you, here are a picture of it :

This'd be pretty cool, but is a pinch complicated for Minecraft at the moment. Unless they completely overhauled their biomes system this would be very difficult to pull off. I hope they do, but apparently making a unnecessary new "horse" is more important...

sure, all the games part should grow together, but i give the idea at its perfect form
