Okay, so I got the inspiration of 'Buff' from a common thought in my mind where a meek person would attempt to hit a strong person and the meek person would be blasted backwards by the strength of the strong person. I wanted it as an enchantment but didn't know what to call them. Then, I thought of 'Buff'.
In order to represent a buff chest this enchantment's only legit way to obtain it is through books(like all others) and chestplates.
So, basically what 'Buff' is, it is a chestplate enchantment mainly used to counter Knockback and knock the hitter backwards. Just like Knockback, 'Buff' ha two enchantment levels, 1 and 2. When someone hits you with a Knockback 2 item, while you have Buff 1, you will absorb 1 level worth of Knockback, and the one who hit will be knocked back as if hit by Knockback 1. When you have Buff 2, and the opponent has Knockback 1 on an item and they hit you, you absorb the 1 and only level of Knockback and the opponent is hit back with 2 level of Knockback.
Even if the opponent hits you with an item of no Knockback or they are using their own bare hands, they will still be knocked back from being hit.
Using projectiles with Punch is different however. Instead of the opponent being knocked back, you will only absorb the hit. So if a bow has Punch and they hit you, they are not knocked back.
It's an okay idea, but I would rather it simply absorb knockback, rather than repelling the attacking player as well. For example, if a person with level 2 Buff gets hit by a Knockback 1 Sword, it absorbs all the knockback. But if a player has a Level 1 Buff and is hit by Level 2 Knockback, it absorbs one level of knockback but still gets hit by the other one, so it would be like he got hit by level 1 Knockback.
I think that would be a bit more fair. Also, I think this should be a leggings specific enchantment (although still obtainable on other armor via books and anvils). Chestplates already have Thorns, and Boots and Helmets also have item specific Enchantments. Leggings could use a unique one, plus it makes sense. The enchantment basically helps you "brace" for an attack, and you use your legs to brace yourself.
Also, I would call it Brace, not Buff. Mainly for what I said above.

I like your idea, but for leggings I wouldn't consider what I described. Good thinking though!
I kind of feel like this is a bit pointless, adding a whole new enchantment to counter another one... Its thought out and all, but I don't think we really need this.
Thorns is more chance than damage oriented. It also makes sense that it should be applied to leggings and chest. Since they are lacking their own unique enchantments.
But what if a guy with a buff 2 chestplate got hit with a guy with a buff 2 chestplate? The knocback would bounce back and fourth between them, since it couldn't figure out who takes the knockback, so
1) No knocback is taken by either of them at all.
2) They both keep taking knockback and go flying across the map.
