Ok, Ok.. now I feel bad because my first post wasn't nice (but that's why I didn't post in the first place).
So I'll give you a real response - now with constructive criticism!
1) Complexity - I know people hate to hear it based on the number of crazy suggestions on these boards, but there is such as thing as too much complexity. MC is fundamentally simple and while it has been constantly expanding in complexity, it has been done in measured steps.
Your idea adds multiple birds, items and mechanics to the game. Yes, there are some analogies to existing mechanics, but this suggestion, as a whole, is far outside the existing game.
2) Niche - Your idea has extremely limited appeal. I would imagine most people don't care about falconry. That makes it a great idea for a mod, but not something I think most people want in vanilla.
Ok, now how can we reduce the complexity while giving the suggestion more broad appeal?
1) You have one type of bird. You can have different skins, but there's absolutely no mechanical difference. Easier to implement and consistent with existing animals.
2) No new items or blocks. They aren't needed and don't add anything fun to the game in my opinion.
3) Focus on what MC already has and how you can integrate birds into the existing world. Example:
A - Tame birds with a raw fish; Tamed birds get a new skin (like cats)
B - Tamed birds will follow a player much like a dog and can be set to a location much like a dog.
C - Once set, a tame bird will occasionally fly around and mostly is decoration
D - Give them a new mechanic that is unique and consistent to MC - Perhaps birds chase away Enders?

2) Using leather seems too falconry specific. Meh.. I don't really care though.
3) I didn't break down my idea further because, again, i don't really care But I was thinking that the bird would fly around after you placed it. And I was actually thinking that it might make sense that you can pick up tamed birds and put in them in your inventory. This allows easy placement but could also let you hold a bird. Seems fine to me.
4) The final part is where you go out in the deep end though. All that extra mechanic stuff like special gloves that can be enchanted and the birds doing all kinds of things. Just seems like way too much. It seems like you want a MMO style pet to do stuff with. I don't see how that fits in the MC style.
Thanks for all the input guys, that is all I'm asking for! I am going to edit the main post now that I have time on my hands. Here are a few things I am going to change based on what I have read:
Make Owls and Falcons more different from each-other, giving reason to have one over the other.
Remove hawks
Remove the "Songbirds" section, it is very poorly presented anyways.
Give more reason as to why perches should be added (Keeping your birds in one place).

If Mojang added falconry to MC, I wouldn't drop dead or boycott the game or anything. But it's not something I want and I would rather they focus their time doing something that has broader appeal. Better world generation, mod API, improved oceans, better biome transitions... I can make a pretty long list of stuff I'd rather Mojang invest their time into

A Wither? Heh, good luck buddy. I recently fought the wither in full God gear and got my (Insert bad word here) handed to me. While this would make it easier to hit it in its first state, my idea would collapse when it became immune to arrows. I suppose your birds could survive. The wither would have a hard time hitting them with its slow moving wither-skull attack. But health? I would rather leave aspects like that up to Mojang if they ever thought of adding this.

At first I had no idea what you meant, and that it was already a part of the suggestion. Is what you are trying to say that tamed birds will attack whatever hostile mob your cursor is pointed at, regardless of right clicking?

I must have missed that part of the suggestion, I re-read the thing to see how you controlled which targets it would attack and couldn't find anything. I'd like to see exactly what you have in mind first.
Being a pre-apprentice falconer myself and hopefully getting my own hawk next year, I'd love if this mod was made! I'd like to make some suggestions ^^
It would be really cool if you could make owls, falcons, hawks, eagles, kites, harriers, etc. They just randomly spawn and you catch them. Either through one of your pre-planned things like the perch, or you do it like in Mo'creatures and just drop raw chicken, beef, or pork and the bird swoops down and eats it. (The way you know its tamed is you get to name it) Then you slowly build trust, first you need a glove to carry it back to the mew! You have the mew built and you basically have perches in there and yeah. I'm really bad at this cx But anyways, studying for falconry, I think I could help c:

As Islacrusez said once. "Get a glove, right click stuff". So, if your cursor is pointed at a skeleton 20 blocks away, right clicking will make your birds all flock at it like a wolf pack. It would only be one pass, so they wont just keep attacking until a target is dead.

It is just that I think the quiver fits in so well with the idea of falconry. Falconry is an ancient hunting technique, and so is archery. If anything, the more I read my own post, it is a lot about a new style of combat altogether. But "falconry" just seems to sum it up the best.
Oh, and I also removed the perch. I finally realized it was unnecessary with the addition of leashes in the next update. So now, it is just fence-posts.
I have to warn you, people there are different from people here. I posted my Leather Boot Cew Toys thread there, and it did not get liked much. Compared to here in the Minecraft Forums where that thread got a good amount of support.
