I found it somewhat a pain to install custom language packs, so I am suggesting that they can be loaded like texture packs.
In the language selection screen, there is a new button to the right of the "Done" button, called Custom. When clicking it, you get directed to the list of all language packs in your .minecraft/lang folder.
(Ex of a list)
1. Open your Minecraft.jar with the respective program so that you can access the class folders inside (unarchiver, etc)
2. Drag the language pack into the correct folder.
3. Compress the new files and rename the compressed file "minecraft.jar"
4. ??????
5. Profit!

I agree, but this suggestion will make loading language packs less time-consuming, especially with the large number of updates.

Advantages:
- If your preferred language is not supported by default, then you can download a language pack for it (provided that one exists).
- Possibly novelty language packs?
- Tooltips can match what a texture pack represents.
