You should be able to have the ability to change the background on the minecraft screen. the normal screen would be the animations on, the background with animations off would be just a plain dirt background like minecraft beta. This will prevent lag to some older computers.
If the background animations are lagging you, then the game itself will probably make your PC explode. At that point, it's time for a new PC. This is already possible with texture packs and such.

I have a 10 yr old pc that runs MC fine.. You playing on a 286 processor???
There is such thing as coding with reasonable minimal requirements to allow for older computers to run a game, and coding with ridiculously low requirements to allow for REALLY OLD computers to run a game.
Like OZippy said, if you have actual lag on the "super-simple-to-render" title screen, then you probably have something like 0.1 FPS while playing the actual game. i.e. Totally unplayable!
I think I also suffer from lag on the title screen when I try running the game on my ancient roman abacus. Surely, Mojang must change the code to make the game run better on my 'computer'?
Time to upgrade your hardware, matey, for it's probably older than you are!
