The machine would be the like current dispenser/dropper that we have in game, however this dispenser works differently based on what is inside of it. Other than that it functions as any dispenser would. What it does is push entities. Different entities mean more of a distance pushed.
Nothing = 3 Blocks / 1.5 Blocks high Filled Only Wheat = 5 Blocks / 2.5 Blocks high Filled Only Paper = 7 Blocks / 3.5 Blocks high Filled Only Feathers = 9 Blocks / 4.5 Blocks high Filled Only Eyes of Ender = 15 Blocks /7.5 Blocks high
These need to be power by Red-stone to launch, any tier higher than nothing using up the resources inside it 1-3 of the resource. Now I understand that to launch someone up 15 blocks is over powered so what could happen is that players only go half the distance up than they go left and right.
Opinions would be really appreciate! Thanks! I really would like this in adventure maps, though I do understand there are other ways over doing this involving damage and explosions or arrows, but I would prefer if it were this simple.

I think "Fan" would be a far better name (fewer innuendoes that way). Also, I don't really see how pushing a player 15 blocks up would be OP at all. Consider that players can already:
1.) Pillar with dirt/sand/gravel etc.
2.) Swim up waterfalls
3.) Place ladders
4.) Use an Ender Pearl
Additionally, I'd rather it not work based on an inventory, as I would very much like to move such a device with pistons. Maybe instead it could have a couple different tiers or something.

Correct, it uses the items to push mobs, why would it push items a dispenser can do that.

Well a broom kind off I thought and paper kind of flies easily with wind... I don't know okay, they were the best items I could find.
