The basic idea of this concept is that you can apply potions to arrows. One thing I have heard constantly is that splash potions need to be able to be thrown further, and this is a good way to make that happen. The way this would work is quite simple. If 16 arrows is crafted with a potion, the arrows will take the effect of the potion. For example, if 16 arrows is placed in a crafting grid with a potion of poison, the arrows will turn into "poison dipped arrows" and the same would apply for all other types of potions. You can put in up to 16 arrows per potion, so if you have 5 arrows, you can combined them with a potion for 5 potion arrows, but if you had 25, you would need 2 potions of the same type to convert all 25 arrows to potion arrows. For the sake of not making this overpowered, the potion effects would be weakened, and only 1 effect could be added to the arrows. This idea could also be used with non-potion items as well. A explosive arrow could be possible with 16 arrows being crafted with one tnt. This would make each arrow explode a 2 by 2is area.
Another cool feature that could be added to arrows would be the ability to enchant them. For this, you would place a stack (or less) of arrows in the enchantment table. Here are some of the possible enchantments for arrows
Armour Piercing
-Armour does not protect against this type of arrow.
-Thats really it for the enchanting, but there has got to be more things possible, give me your ideas

One thing I'd like to point out: There are nine crafting grid slots. Remove one for the potion, and you've got 8. That's only enough space for 8 arrows per potion, which would probably be more balanced or whatever anyway.
On another note, it should also be possible to somehow make arrows unable to deal damage (perhaps by crafting wool on the end?), allowing one to make healing or enhancing arrows for long-distance teammate assistance.
Additionally, I just got the idea of arrows trailing their potion particles when fired with full charge (e.g. dark red X's for damage, or green swirls for poison)
We need new types of arrows. We should like be able to encant them or make new arrows to make the game fun and for the people that love useing the bow.
