I think that there should definitely be Sapphire and Ruby in Minecraft. I can see the reason why there wouldn't be Sapphire and Ruby, because the Sapphire ore would to much resemble Lapis Lazuli ore and the Ruby ore would to much resemble Redstone ore, so I came up with a way to distinguish these ores.
For the Sapphire ore, you would need to use an iron pickaxe to mine it. When mined, it would produce one ore block and it would take a little longer to mine than Lapis Lazuli ore. I think that this ore block should also have the same pattern as Emerald ore. The Sapphire Ores blueness could also be a darker hue of blue than Lapis Lazuli. Along with Emerald, it would be found within the Extreme Hills Biome.
For the Ruby ore, you would need to use an iron pickaxe to mine it. When mined, it would produce one ore block. It would take a little longer to mine than Redstone ore. I think that this ore block should also have the same pattern as Emerald ore. The Ruby Ores redness could also be a brighter hue of red than Redstone ore. it shouldn't glow when touched or hit like Redstone does either. Along with Emerald, it would be found within the Extreme Hills Biome.
I agree with unitedsquaron3, you don't state any use for either of them. This is not necessarily a bad idea (it has the potential to be a great one), it just has no reasoning behind it. Also, again like unitedsquadron3, I don't think they should only spawn in extreme hills. There would be no reason to mine anywhere other than extreme hills, and that is not a good thing.
