To craft ores, you put the item from ore in the middle and surround it with smooth stone. To craft Nether Quartz Ore, you put Nether Quartz in the middle and surround it with Netherrack.
That way, if we don't have Silk Touch, we can still get the ores other than Iron and Gold ore.
The main issue is Fortune and the Redstone and Lapis Lazuli ores, since it could be abused to duplicate. So the crafted ores only drop the ore itself. It's called Fabricated Ores. Fabricated ores always drop itself. You have to smelt the fabricated ores to extract resources.
Fabricated ores have the same appearance as their naturally occurring counterpart.
Hmmm. I do like the idea, but like said above, redstone and lapis ore. Also, if you have a fortune pickaxe and a diamond, you could duplicate until the pick breaks giving you loads of diamonds. Maybe instead of crafting the actual ore, you craft a block called "Fabricated (material) Ore" that drops the ore instead of the mined items when broken. That way, the duplication is removed.
