Many people have made interesting creations with mine-cart rails but I think there are a few ideas that can improve them
1. They don't get destroyed by water, for god sake there made out of metal they should stay and the water should just go through them
2. They should be able to free-stand they would still need so be built on a block but when the block is destroyed they will stay
3. Sticky rails, when rails are combined with slime balls they can be placed on walls going vertical and potentially go diagonally upside down this opens up a whole world of opportunities
4. Jumps. the mine-carts should be able to jump further, currently they have very low jumping capabilities (probably because their metal) despite their speed. I think they should act as if they are lighter
5. Connected carts, it is annoying having carts that go at the same time bumping into each other so why not make them join using a simple crafting recipe of (M= Mine-cart) MM or MMM.
This will create the opportunity for roller-coasters

1. I was suggesting that the water occupies the block as well as the rail which could also benifit chests, fences and slabs/stairs if this effect was added

It will not benefit anything. This is a commonly used feature!
This idea/s are too commonly suggested. No support except for 2.
1. Gameplay>Realism. Water is handy for removing rails and other objects that would be a pain to pick up by hand. So absolutely not, I don't support this.
2. Nah. Slabs are good enough. That could look pretty awful anyway, actually.
3. How about no? That would be an unimaginable pain to program, and defies the game's physics engine anyway.
