It's meant to be a slight nerf to Cave Spiders since you tend to encounter them in groups. It's annoying since poison leave you with 1/2 heart, leaving you vulnerable to death.
I do somewhat support this, but I don't support the extended poison times for Normal and Hard. Especially on Hard, where the normal 15 seconds is more than enough to make an (armored) player vulnerable.

I think on normal it should be more like 35% or 40%, and maybe 50% or 55% on hard, however, the whole "Poison immunity" thing should be much shorter on hard, like maybe 2-4 seconds of immunity on hard and moreso 6-8 seconds on normal.
Though Cave Spiders ARE very strong (for Minecraft mobs) I don't think that the answer is to nerf them to bring them closer to the level of regular mobs; rather, regular mobs should be buffed and bought closer to the level of cave spiders. Minecraft is an incredibly easy game, even on hard (unless you impose challenges on yourself but that's like scrubbing a toilet with a toothbrush); we don't want it to be even easier.
I do agree that they deserve a slight nerf, though, since they ARE very strong; they're the only mob I fear, honestly.
Easy: 50%, 10 second immunity.
Normal: 75%, 5 second immunity.
Hard: No change.

However, in Normal and Hard, you ALWAYS get poisoned each time you are hit by Cave Spider.
I propose a change in chances.
Easy: 0% chance.
Normal: 50% chance, 7 seconds.
Hard: 75% chance, 15 seconds.
The duration remains unchanged.

No duration changes, as that would be adding unnecessary vulnerability.
