Since we can use the anvil to combine enchantments how about make it remove enchantments too. But with a twist. Like you put in your enchanted tool/armour then a book in it. itll ask you what enchantment you want to remove. It will remove the levels that part of the enchantment costed. But the enchanted book will be locked so it can't be put on that type of tool again. This should prevent cheating just like the anvil has the 39 level cap.
I don't see why the book can't be enchanted to another tool of the same type. Actually, by type do you mean like Hoe versus Shovel or do you mean tool tier like Gold or Diamond? Or possibly even both?
I like how it lowers the Anvil requirement for the tool but don't get why you can't put it on a different tool of the same type. Could you give a reason why you shouldn't be able to?

So you would have to use an iron, gold or stone pickaxe to put that enchantment on. Also if you like remove an enchantedment from a diamond pickaxe them put it on a shovel then take it off you wouldn't be able to put it back on the pickaxe nor the shovel.

For example, if taking Sharpness 2 off a sword would make it 11 levels cheaper, it should cost 11 levels to remove it. That adds a bit of balance, because in order to move an Enchantment to a book then a different item you essentially have to pay it twice.
I just see this being abused. "Oh, my fortune 3 pickaxe is a hair away from breaking? Let me transfer the enchantment to a newly crafted pickaxe."
It all depends on cost really. It might be cheaper to just repair the nearly broken pickaxe with a fresh one, especially if you already named it to prevent the cost from raising and if it had multiple good Enchantments. For example, if I had a Fortune 3, Unbreaking 3 Pick I would rather name it and repair it than transfer a single Enchantment off of it.
