The block was never implemented.
You can set a server's spawn point (for all players) by becoming an admin or operator and typing "/spawnpoint" at the location you want the spawn point to be.
You can further specify the location using X, Y, and Z coordinates.
Finally, sleeping in a bed will set your (personal) spawn at the bed.
There should be an Altar system that involves a new block made with some Ender Pearls (which symbolizes teleportation), some Obsidian (one, because it is magic and two, because of the Ender materials), and some Diamonds (because it is magic).
The altar could be made in any way, but the respawn area should always include that new block placed in an End Portal fasion with a Dragon Egg in the center. (Egg symbolizes new life and there should only be one spawn point in the world)
If a new player joins or someone died without setting a spawn point yet, they will spawn/respawn in the altar, on that area using that new respawn block, beside the Dragon Egg.
What if the Dragon Egg was lost beforehand?
Well...you can always spawn at the natural spawn point with no problem.
Except that you can already set the spawnpoint. Very easily, and much more easily customized. A block would be unneeded for that purpose.
For example, my own PvP arena sets the players spawnpoints depending on what team they're on, and I'm working on a way to separate competitors from spectators and then proceed to set their spawnpoint.

I found that player back to the place of death is too far.
