I am mostly saying this for those on creative maps. You know bats spawn in large open rooms. What if you make a structure like a castle that has villagers in it and everything? Bats do make it seem more adventurous, but in a lively place they dont really fit in. Why shouldnt we just have the option to toggle them on/off?

8-bit Adventure got another update (June 17 2014)! Check it out from the picture below!
Well sometimes i make really large structures and lighting it all the way up is a chore if i have a certain style in the room and not want to mess it up.

Then a better suggestion would be a light source that could light up a bigger area.
I'd say a better suggestion would be to only have bats spawn on cave blocks. Gravel, dirt, and stone, that way man-made structures won't get bat infested. Also, another good one would be to only allow bats to spawn under a certain level (50 or so).
Maybe to add on to that maybe only when structures are generated? I am making a custom map with tunneler's dream very low to bedrock that would find conflict with you suggestion.

Yeah. Bats spawn EVERYWHERE currently, and it's annoying. As they are only an aesthetic mob (they don't attack or drop anything), you should be able to turn them off.
I would definitely like to see something like this added.
Whenever I start a new creative world to do some redstone stuff, I wait for the world to load, then immediately do (before the chunks have even loaded)
/gamerule doMobSpawning false
Just so I don't have to see bats.

Curse PremiumOh, in that case your suggestion would be okay.
