Well, we already have two dimensions. The Nether, the hellish dimension, and The End, the boss dimension. Why don't we have a dimension that's kind of the polar opposite of the Nether? This isn't another Aether copy idea. This is the Frilty.
How To Get There
First, you'll need some Snow Blocks. Then, you'll need to put them in a formation as such.

Place a Glowstone block on the middle Snow Block. Then, you have to throw a Map, a Compass, a Clock, and a flower (any color) on the four Snow Blocks around the Glowstone.A blue laser will shoot out from the Glowstone block, and the items will disappear.If you step in the laser, you will be teleported to the Frilty.
Layout Of The Frilty
The Frilty has a similar layout to the Overworld. You will spawn on another Frilty Portal.The ground in the Frilty is made of Snowstone, a light blue variant of Gravel. It has the same mine strength (the time it takes to mine a block) as stone, drops a Snowstone block when mined, and can only be mined by a Stone Pickaxe or better. Snow is constantly falling in the Frilty. There are some Spruce Trees scattered about.It is a canyon with water pouring down from 100 block high cliffs.The canyon goes in both directions. Five blocks above the cliffs are Icerock, a purple variant of Bedrock. If you dig down 50 blocks from the starting ground, you will reach a layer of Icerock.
Icor
Icor is the ore you can find in the Snowstone layer of Frilty. It starts spawning at twenty five blocks down from the starting ground. It can onlybe mined by an Iron Pickaxe or better.Icor looks like some purple ore inside Snowstone. You can smelt Icor Ore to get Icor. Icor can be used to make armor, tools, and an Icor Block, just like regular ores. Icor is weaker than iron and stronger than gold/stone.
Ice Palaces
Occasionally,you may stumble upon a place made of Ice and Snowstone. This is an Ice Palace. It stretches the width of the canyon, and can only be exited by the back door. An Ice Palace is a maze of rooms and hallways. Some rooms may hold chests. These chests usually contain wood, stone, and gravel, but rarely contain obsidian, diamond, iron, icor, and coal.
Mobs
There are several different mobs that inhabit Frilty.
Owslape
Appearance: A dark blue snowflake that is one block tall with green eyes.
Behavior: Owslapes are like the Silverfish of the Frilty. They can spawn normally or come out of Snowstone.
HP: 7 hearts
Strength: Easy - 2 hearts, Normal - 4 hearts, Hard - 6 hearts
Drops: Snowflake (1-4)
Owslapes attack by throwing icicles at you.
Noan
Appearance: A snowman made of green Snow Blocks with a carved block of Wooden Planks for a head.Noans are three blocks tall.
Behavior: Noans travel in packs of up to five. Once you get within range of one, they will all attack you.
HP: 11 hearts
Strength: Easy - 3 hearts, Normal - 6 hearts, Hard - 9 hearts
Drops: Poisoned Snowball (0-5)
Noans attack by throwing poisoned snowballs at you or ramming into you.
Tanga
Appearance: A villager in tattered robes with glowing red eyes and a creepy smile.Tangas are two blocks tall.
Behavior: Tangas will keep their mouth shut and attack you until you look at it. Then it's creepy smile will appear, and it will continue attacking you.
HP: 13 hearts
Strength: Easy - 5 hearts, Medium - 8 hearts, Hard - 10 hearts
Drops: String (0-3), Rotten Flesh (0-2)
Tangas attack by slamming you with its connected arm.
Treant
Appearance: A four block tall, scowling tree with what looks like miniature sleds for arms and hands.
Behavior: Treants will appear like normal Spruce Trees until you get close to it. Then it's eyes, teeth, and arms pop out and it attacks you.
HP: 18 hearts
Strength: Easy - 7 hearts, Medium - 12 hearts, Hard - 15 hearts
Drops: Spruce Wood (1-5), Wooden Planks (0-4)
Treants attack by punching you with its fists.
Conclusion
That's my suggestion for a new dimension. If you can think of any more mobs to add to the Frilty, post on this thread. I would appreciate it if someone could make a banner for this idea. NOTE: I know Notch said that there would be no new ore tiers.
