In the real world elevation dramatically affects the weather and the climate surrounding it. However in minecraft elevation does not matter at all. My idea is to make it so that the temperature decreases with elevation, so that at the top of a large mountain in an extreme hills biome it would still snow while lower on the mountain it would snow.
I assume you mean, lower I the mountain it would NOT snow? I like this- it would be nice to see snow-capped mountains. However, I think this should be limited to extreme hills biomes. It might be difficult to code with the current biome system, though.

I could probably make it with a mod editing some baseclasses and i would restrict it to extreme hills biomes
