This is a block crafted with 4 buckets in a formation similar to a compass, but the buckets are replacing the iron, and the red stone is not in the center. This block would look similar to a bucket, but it would be a 3D block that you could place on the ground. So what it does is it collects rain and after maybe 30 seconds of rain, it fills up with different levels of water. Additionally it outputs a red stone signal (strength based on how much water fills up). When you right click on it without a bucket, a GUI pops up, which lets you select which side of the block where you want water to output. You can also select it to no outputs, so it just collects water. When you right click it with a bucket or bottle, it fills up said object.
Okay, but it can still be used to output a redstone signal, which can be useful in many situations
