I've noticed that say I try to combine an efficiency IV shovel with an efficiency IV pickaxe. Nothing will happen besides a red X appearing. I think this should be changed, the only problem in doing this that I see is that, which tool would get the enchantment? Well simply the tool in the first slot of the anvil would get enchantment from the second tool. So basically now you'd be able to combine different tools together to get a higher tier enchant. This still would not work between different tools (such as wooden and diamond). As that would be a bit cheaty.
I support this idea. Doesn't seem OP to me, as long as you can't mix levels, or mix swords with pickaxes, shears with helmets, etc.
You could be able to mix say Eff V with Eff III but all it would do is give you an Eff V again. And no just tools like pickaxes, shovels, and axes. And with armor pieces too like leggings with a helmet. (Not a tool with armor, just tools with tools and armor with armor, just to be extra clear)
This is a really cool idea, but in some cases, it might be abbused, especially the EFF V + EFF III = EFF IV, it should stay how it is, crossing your fingers and hoping for Eff IV

Can't tell if you don't know how enchants work or what.
You can't lower an enchantment level without the command /enchant, which last I checked isn't even in vanilla. Eff V + Eff III = Eff V, not IV.

I don't see how it is overpowered, you use one diamond eff IV shovel and a dia eff IV pickaxe, and you get an eff IV dia shovel or pick.
