It is broken just like a grass block (makes the breaking a grass block sound and will drop a dirt block). Silk Touch gives the Dead Grass block directly.
Just like grass, anything which transforms a grass block into a dirt block will also make a dead grass block transform into a dirt block.
Dead Grass could be created from Grass blocks simply by throwing a Splash Potion of Harming on the ground: all grass blocks "harmed" would turn into Dead Grass. Flowers, tall grass and most "alive" small plants would uproot, but not "dead" plants (i.e. Dead Bush) or mushrooms (those can feed on decay).
Healing Dead Grass back into Grass blocks would be a simple matter of throwing a Healing Splash Potion. By careful design, a player could thus create actual paths and patterns of dead grass, for a new kind of decorative block. It would be useful as an alternative to grass in order to get a more moody look.
Dead Grass would also be generated at random over Dungeons. Or rather, when a dungeon is generated, a small number of blocks in a 2 deep layer above the room (and mainly in the first layer) are selected and checked. If those blocks are grass-under-air, then they are replaced by Dead Grass. This would allow players to spot dungeons they are "just under the surface".
Dead Grass could also be generated in other "bad" places, like graveyards and the like, when such structures are added.
Normal Dirt doesn't block mycelium or grass growth. And it is pale brown. Dead Grass would be something looking different. I'd use tem to make darker greener-brown "paths'" in my garden, with the little amount of dirt showing through, it would be perfect to give the impression of a "well traveled path".
