I think it's time that hoe enchantments are added. I have been waiting since the day enchantment tables came out. I even have some ideas for some hoe enchantments. Here they are:
Hoe Enchantment: Spread I, II, III: Spread, when used to till dirt/grass will till the nearby soil as well, but it will only use 1 durability. Spread I would till a 3x3 area, II would till a 5x5 area and III would till a 7x7 area.
Hoe Enchantment: Cultivation I, II, III: Cultivation I, when used is similar to Spread. Though, it does not till a squared area, it tills a straight line, tilling the 5 blocks to the left and right of the block you right click. The block you right click gets tilled as well. Cultivation II is the same but it does the 7 blocks to the right and left of the block and Cultivation III does the 9 blocks to the right and left of the block. When combined with Spread, (ex: Spread III and Cultivation III) will combine the 7x7 area and the 9.5 block radius to till a total of 133 blocks! It basically takes the 7x7 area and widens it on it's length dimension to match the amount of blocks wide that the Cultivation provides.
Hoe Enchantment: Harvest I, II, III: Harvest I, II and III are similar to Fortune or Looting. When you plant something on tilled soil that was tilled with a Harvest I, II or III hoe and it is ready to be harvested, it will drop more than what it would normally. Harvest I would add 1 more drop to the normal drop rate, Harvest II would add 2 and Harvest III would add 3.
I didn't think hoe's need enchantments, but these are actually pretty good ideas! Maybe a fairly cheap enchantment that automatically dampens the dirt you tilled?

I like that enchant idea! In addition, maybe one that allows for the tilled soil to not be destroyed when jumped on?
This thread makes me want to play Harvest Moon. As for the ideas though, they have all been suggested before. But to actually be constructive, I think a Hoe with Spread or Cultivation should get charge levels similar to a bow, based on the level of the enchantment. For example, if a Hoe had Spread 3, it would have 4 charge levels like so:
Charge 1 (Instant - 0.5 Seconds): Tills one block
Charge 2 (0.5 Seconds - 1 Second): Tills a 3x3 Grid
Charge 3 (1 Second - 1.5 Seconds): Tills a 5x5 Grid
Charge 4 (1.5 Seconds - 2 Seconds): Tills a 7x7 Grid
That way, you don't lose any of the precision of the regular Hoe. It also makes it easier to choose where you want to till and how much. But I dislike the idea of combining Spead and Cultivation, that seems ridiculously overpowered.
