Have you ever wanted to know how much health is on a cow or a creeper? Well your too lazy to look at the info thing online... They should have a visible health bar! You can finally know how much health a cow has! (because I have a pet cow, and I don't want it to die because I love him.) It's gonna be awesome!
I don't think this should be something that you just know all the time. Maybe a potion effect or an Enchantment for the Helmet.

Yes, but getting a health bar above mobs within 16 blocks or something when you are close to them in game would be extremely useful for combat. Plus you would be able to monitor wolf health without watching the tail, etc.

I support. I think mobs near you(within some 10 blocks or so) that you could see(that is, it's in the front) should have an active health bar above it.
You could have a green bar of health when the mob is in its passive state(like cows, chickens, and unprovoked Endermen), and when it is hostile, have a red HP bar.
I like the simple health bar, could be green and red, with the green showing remaining health and red is lost health. We could have name above mob health bar. White is passive, yellow is neutral, red is hostile. Zombie Pigmen and Endermen could have yellow name. If they turn hostile, their name turn red.

I like the helmet idea. It should be a single-tier enchant, and be moderately expensive.
