This would significantly improve network performance, and give a minor improvement to client chunk loading performance as well.
Looked to me like the question was legit. If ore generation distribution doesn't change AT ALL, then that means below Y=0 there will be NO ore whatsoever. Vanilla doesn't use linear ore distribution after all. The sweet spot for diamond and iron right now is right around Y=12 to Y=16 , with everything falling back off below that.
Yeah, the guys at Mojang would have to figure out how to remake it from scratch, since they refuse to get any talented programmers on their team or get outside help from same

If you fall into an unloaded chunk, all movement will stop until the chunk is loaded.
And NO: That is not bad, thats how minecraft itself already does it with unknown chunk-sections.
Well if you watched the video then you'd know that if you fall off a cliff and the chunks don't load then you stop falling. Of course in most instances falling that far would normally kill you.
As for the first concern I'm not sure I understand. Why would lag cause chunks to load that aren't loaded already? If there is a chunk above you in visual range then it loads. Hidden chunks or chunks outside your visual range are not loaded. If a chunk above you loads with water or lava in it and it can flow then it will just like in vanilla now.

No, they wouldn't. The McRegion system was originally a mod that was implemented. So were pistons and horses. All code for mods is technically property of Mojang and they can do with it what they want. They ask creators for permission first, of course. But if Mojang wanted to implement this mod exactly as it is, line-for-line, they could.

It takes time to load chunks, so if there's lag, it can cause it to take more time. That's what they mean.
