Calacbolg was not talking about whether unloading chunks is possible, he/she was stating that the chunks should not be unloaded on the server-side, and that the restriction should be to stop sending the chunks to the client and rendering the chunks on the client-side.
I personally think timestamps would cause too much lag when loading chunks to be done properly. What if, simply put, things like furnaces and crops acted as temporary chunk loaders when active, and when they were done smelting/growing/etc, it would stop acting as a chunk loader. When a chunk has no more chunk loader blocks, the chunk is unloaded unless a player is within its radius.
32-high chunks would be inefficient, as is the current system. 16^3 seems the way to go.
However, I do support time stamps for crops and furnaces so that they continue growing or smelting when you are away.

I heard that it only works in certain areas, at certain times, and this November, it should be around Orlando Fl.
Think about it. Giant pain in the ass mountains (since you can't walk up 1 block, not saying they're bad though), oceans going to the deepest depths, dwarf fortresses decending into the earth, and floating islands, suspended thousands of meters in the air! I can't believe why Mojang didn't implement this and yet they go on and add health regenarating get rid of your food quicker...
