Q: Will this affect ore generation?
A: Ore is a part of terrain generation. As stated above, terrain has nothing to do with this suggestion. So the answer is no, but also unnecessarily so.

Of course, all chunks within the view radius would be considered. If they contain an active furnace, growing crops, and so on, they will remain loaded. Potentially, you can even avoid generating a massive number of chunks at all, which could save the CPU a huge amount of work. Why bother generating stuff that the player can't even see (and more than likely; never will)?
I admit that it's not as easy as it sounds, and it may require some serious maths to figure out which chunks are actually beneath the surface. It won't work well if you only base it on what the player can see at a certain moment.
It may also be possible to simply apply OpenGL on a chunk by chunk basis... It could save the GPU a reasonable amount of work, and the extra GPU time could be dedicated towards calculating which chunks are to be loaded (because GPU's are awesome with basis, transformations, and vertex mathemagics

Seriously though, I really don't understand Mojang. This is THE idea which could bring so much potential to minecraft, yet they (seemingly) choose to ignore it. I have some suspisions as to why they might do this, but none of them are good, so I am afraid for the future of this superb suggestion.
