The mod API would not need to be redone with this suggestion. This is a change of how chunks are stored. That's IT.
Actually, the chunk API would have to handle X, Y, and Z, instead of just X and Z as outlined on the Github project. All mods would have to be rewritten to the new chunk API, as well.
Think about it this way - a simple mod changes furnaces to smelt twice as fast. Is the fact that there's infinite height going to mean that that mod needs to be rewritten?
and btw, x-ray would not be eliminated in the 'seen' chunks, as long as the chunk information is being sent, a custom client can still pick and choose what it wants to render

As for storage methods that shrink the chunks, there's absolutely no reason I need to state the exact method of compression, none. Mojang doesn't need to know it, they already use the compression method. Almost everyone reading this won't need to know the method either, just that it's there and used.
Especially when you rely on only safe assumptions.
It's basically exactly like the far lands, but on the "y" axis. The height would be "infinite" inasmuch as Minecraft claims to be "infinite" on the "x" and "z" axes already. Which is to say, nobody has ever reached the far lands without teleporting and possibly never will.
Much less exploitable, given the smaller sizes of chunks. At most you get to see 15 blocks worth.
Mostly moved on. May check back a few times a year.
