you are right, I apologize.
A global model would make as much sense as storing the entire world in one file. In my opinion, we should replace the location of each current region file with a folder labeled with the X/Z, and have all information for that region-column stored there, including chunks anywhere on the Y-axis within the X/Z of the region of that column. We'd store the model and heightmap etc in this folder.
Please explain, I don't see how it would be too much of a deal, it is much more organized and might be faster to have the server look in different folders for these. Oh btw, I meant to say store each X/Z region file-column in a folder, I didn't mean to store the chunks individually like the alpha level format. Whoops.
It was a rough idea. What I want is to be told if it's a good idea, not what would need to be done.

Because of this, I decided to do some in-game tests using blocks for accurate cubic measures. The following use the default view-distance of 10 as a base.
First up: Cylinder
WorldEdit command used: //cyl 1 10 16
Results: 6272 blocks, which means 6272 Cubic Chunks
Second up: Sphere
WorldEdit command used: //sphere 1 10
Results: 6056 blocks, which means 6056 Cubic Chunks
That's an overall lag reduction of ~3.44%, not as much as I'd expect.
Test with a VD of 8: 4160 Cylinder, 3280 Sphere, lag reduction of ~21.15%
Test with a VD of 12: 8640 Cylinder, 9760 Sphere, lag increase of ~12.96%
It seems this system will only reduce lag for people with the VD under 10. That is, if the cubic chunks form a close-to spherical shape (No circles in MC...)
Mojang needs to add this to the game. I don't care about horses. I want this! Support.
btw- I was playing with the mod and it is so cool! It does reduce the lag by quite a bit.

The 3D model surely can't be derived from heightmap. What if the game detect the highest flat land then everything below it doesn't get into the model.
