There is in some form a beta of this. There's always the one for 1.0.0 in the links and I still have the alpha that was leaked which works with 1.6.2. There is also tall worlds mod which should be making good progress according to what I heard.

While that is certainly true, it's more that no grown up is going to go and put in a gargantuan effort making a mod like this for the latest version of MC, and then turn around and spend the little free time that they have DOING IT ALL AGAIN for an older version of MC that the vast majority the community stopped using about 6 months ago.

They have, I think... I remember some discussion about it a few months ago (maybe longer).
The problem is complexity and computational cost - there just are not many ways to make it work nicely without absolutely destroying performance.

i know a lot of coding i have made a lot mods but sadly its not for public (most of them requested) but im working on a mod will be released To public (i don't mean to Advertise here sorry if that counts )

I think we did discuss this a while ago, and if my memory serves me, the problem was that it was potentially too calculation-intensive. It works well for something small, like a 10x10, or something with a predefined size and shape, but what about a 10:1 scale model of the USS Enterprise? ("N C C 1 7 0 1, no bloody 'A,' 'B,' 'C,' or 'D.'") Irl, there's no problem of too many calculations, because its not a computer, but in a game like MC, where nothing can be taken for granted in terms of lighting calculations, (because the player can tear the entire area down and rebuild it entirely differently), it becomes a good deal harder. Its a good idea, but I don't think it will be feasible.
Where B = Block, 1-3 = Shadow levels (not light levels), and - = nothing.
Also, we could make a "shadow source info" table, which would tell how far up the child source of a shadow is, so we don't have to check all chunks upward until we find the source.
Btw, Minecraft's diffuse lighting system already does this for sky light.
Oh, I see. The shadows are blended horizontally, but not vertically.
It shouldn't be too hard to have the sky light system diffuse vertically too. I think it could be done with a second pass in the sky light calculator, before the diffusion is applied.

Plus, more in regards to retaining vanilla features; the nether could be placed at the core of the planet and provided it was set up properly, the whole "you move further in the nether" would work exactly as originally intended...
Noting that the distance thing in the nether is most likely supposed to emulate said effect.
