I actually decompiled that mod myself to figure out how to change sea level, which ended up being as simple (well, after some more significant changes to chunk handling) as adding a number to an array index variable, so if it is zero, terrain generates like normal but if you add 128 (the max, 128 for normal terrain* + 128 = 256) terrain is 128 blocks higher (but otherwise the same), and so on.
*Note that this won't work in 1.7+ unless the world height limit is increased because terrain can now go all the way to y=256, even in non-amplified worlds, unlike 1.6.x, which is limited to 128.
This is the result with 128 blocks added to normal sea level; you can get an idea of how deep the ground is by looking at the exposed ravines on the sides:
Of course, this decreases the build height inversely proportional to the increase in sea level, with only a few blocks left at the tops of the highest mountains (some jungle trees can even go all the way to the height limit)
TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?

Retired StaffThat doesn't stop you from trying, though.

Retired StaffAFAIK, it's not being developed anymore; the most recent video I found was from about a year ago. But if he is still developing it, it couldn't hurt to look.

Retired StaffBartex is still working on updating the mod. Its just taking a while because it has to go from Beta all the way to 1.7, and as we all know, the jump from 1.6 to 1.7 is not easy to make.

Retired StaffGood to hear, though I'll still probably work on a version; I have little to do for the next few weeks. Do you know how I could get in touch with him? Also, the switch to Gradle was a bit difficult for some developers, I've been struggling as well, so I get it.
I assume he means an Alpha state.
That is, assuming Barteks is working off of Robinton's mod. I don't know whether he based it off of that or if he started from scratch.

Retired StaffYeah, I have looked at Robinton's; however since the world data mechanisms have changed since the time of that mod, there's not a whole lot to be gleamed, as most things have been changed. So, depending when he started development, it's possible that he based it off of Robinton's.
After I get a beta running, I'll push the code to GitHub for ya'll to see and test out.
I did.
The current volume of the Overworld (just for those of you who think the limit currently is lame) is:
9,216,003,072,000,256 cubic meters.
9 quadrillion
216 trillion
3 billion
72 million
256
They measure numbers that big in scientific notation.
That's just the Overworld, if you take into account the space in the Nether and the End, you triple the amount of potential building space. Anyone complaining about being crowded is a whining scrub.
This idea makes it even better. It greatly increases the volume of the Overworld (not to mention the whole of Minecraft)
max Overworld volume with this idea:
about 216,000,108,000,018,000,000 cubic meters.
216 quintillion
108 trillion
18 million
Yes, it is a big number. Once again, it triples when you add in the other two dimensions.
I don't think anyone can legitimately complain though, this idea is probably THE most thought out idea in Minecraft. Heck, they even did the coding FOR Mojang. It not only has the capacity to handle this kind of massive world, but does it while reducing lag. I must say, you people have greatly impressed me.
I support this more than I've ever supported another Minecraft suggestion.

Nope, sorry guys, no Destroy the Godmodder relevant stuff here...
At least, not yet.
