The new system uses range trees to store sections of transparent/nontransparent blocks. Using the range tree allows exact calculations for sunlight levels, even over a height of over 2 billion provides the result in less than 32 recursions. AKA, very fast.

I'm pretty sure that he was actually referring to the changes in how IDs are handled; the latest snapshot will wreck your world (all items disappear) if you try playing in it, then play it in a previous version because all of the item IDs are changed to actual names, as I discussed here (when/if they do this to block IDs as well, that will really wreck your world, as in no longer existing).
Of course, this would be the ideal time to implement cubic chunks since the save format is being changed anyway.

I confess I'm not disappointed, I simply look at it as something else good they've added to Minecraft. I am convinced they WILL add Cubic Chunks eventually.

I'm pretty sure the block ids change already happened with 1.7.
Basic support was added for it in 1.7 (With the original ID's still existing), but item ID's were completely removed in the latest snapshots.
This will ruin NO ONE'S worlds, which you would know if you had read the FAQ.
