I actually am though! Someone (*****) over at Mojang has been working on redoing minecraft to have a +2000 height since at least last December, and with the other big code revisions we've been hearing about going on in the background lately you never know when it or a version of it might finally drop. And they've been having fun not giving us official feature lists in the last few snapshots.
But yeah, this is Mojang folks, so don't get your hopes up for this anytime soon.

I don't think that is possible. Chunks are probably hard coded into the game, and if the formatting has been done badly, it would take much more than changing a number - it would need a meticulous reread of every single piece of code in the game.
Of course, if Notch had a good programming practice, it WOULD be as easy as changing a number.

Why you should NOT name new "special ability" weapons as "XXX Swords":
- No other swords have special abilities. - Make a new kind of weapon.
But the people who are were left the code made by notch.. So they have to completely rewrite it if they want it to do something completely different. Understand? Wow, the NDF still exists..
That said, I'm not entirely sure what useful difference it would make to be able to easily change chunk size on a per user basis. Does anyone know of a way that would help anything?

Unless they are doing some weird project that needs some certain areas loaded and some not or something, it shouldn't make a difference.
PS. +rep if you should named mobs should work as chunk loaders.

That could get dangerous really fast, insofar as loading your system down, especially in SMP. Some kind of hard to make item though definitely, and perhaps one that could be placed onto a specific mob if desired (like tagging wild animals is done). Server admins would have to be able to manage that though.
Imagine summoning then tagging a Wither and letting it loose upon a world, heh heh. The carnage would never end...

Yea. Getting it to work first then optimizations. May i have the alpha mod? I would love to report my FPS increase and maybe decompile and (attempt) to pick up where Bartex left off. (No promises. I only made the most simple of simple mods ever) (I do not have any screen recording software)

About the nametagged mobs, they shouldn't act as chunk loaders, or if they do, only load 1 chunk at a time unless it is near the edge of an unloaded chunk, and only a set number of mobs be able to load chunks.
Something like this combined with some terrain changing mods to increase the default sea level and base ground of biomes would make for some really nice underground game play. Or Mojang could just put the sea level at y=0, so that y could represent the above and below ground. Some really good ideas for mods, and just for gameplay in general, could spawn from using this system.
Whether they decide to use this for a code, or it just becomes a mod (that literally everyone will use), I'm hoping it comes to be.
This is a too major change from what we have now for it to just be a mod that everyone uses. Optifine can connect to servers and everything works fine. But at this major a change... just... I hope you understand where I am going with this statement...

No matter how it's stated the ultimate truth is that it would change mining processes and how things are done. Diamonds would become less rare to find or not even be able to be found at all. After all, the ores are based at being found at certain levels from bedrock up. That also brings up another point: bedrock would no longer exist.

I like the idea of y axis relative to sea level. Anyway, if this was in vanila, it would just be safer, because if the mod maker has a family crisis or something than there would be problems. Also if it was vanila than other mods would have to be compatible. But being a mod is a good first step, as people could test out themselves whether lighting works and drop any misgivings about fps. If this was fully optimized, like with air chunks and not-visible chunks not being loaded and spherical rendering and stuff, then this could probably help fps in almost every situation.
I think they should load nine chunks, they one they are standing on and they the eight that are directly adjacent to that (they need to load a chunk before they can move to it so if they would be able to walk onto a different chunk they would need to load the adjacent chunks.) The number of mobs that can load chunks would be changeable by the owner of the server, or they could have a per-player limit, etc. However, on a server it would load less chunks than a player and some servers can handle some five hundred players that are far enough apart that no two players are loading the same chunk, and since mobs have super short render distance it would allow for like two hundred players and like five chunk loading mobs per person. Also, in ssp, the chunks would not have to render, just load, so a mob-chunk-loader probably wouldn't even be twice the lag of a normal mob that is loaded, so my computer can handle having like two hundred zombies together without creating too much lag to play, so I might be able to have like fifty to a hundred zombie-chunk-loaders walking around.
