I don't think you've been paying very much attention. This fellow has been working on the proof-of-concept mod for a while now.

Well, I'm also very forgetful...I thought that the mod wasn't being worked on any more and was only for 1.0.0. Whatever, it doesn't matter.
To be fair, stained glass seems slightly easier.
The colored glass has also been sitting in MC's code for a while now due to that April Fools joke, only waiting for those transparency bugs to be fixed before implementing them.

Well, theoretically, yes, as long as you don't mind felling feet-first into lava or a ravine.

Hexahedra and Eihort both combine adjacent same-textured tiles like this. Hexahedra joins them into rectangle patches and stores the textures as a texture array so that they can repeat in both the S and T axis. Eihort does it with triangles and binds each tile texture to a unique texturing unit, which is slower, but more compatible with older hardware. 0FPS has several in-depth articles on the subject, as well.
One complication, though, is dealing with lighting, which varies within the patch. Eihort stores light values to 3D textures so that it is invariant of geometry, though wasteful in empty spaces. I'm not sure how Hexahedra does it. My approach would be to subdivide the geometry along triangles in such a way that you can still store light in the vertices. It won't be optimal in terms of geometry usage but it will keep the draw stage simple and worst case will still not be as expensive as vanilla Minecraft.
The snapshots aren't proper updates, they are just development versions that the players test for Mojang. They only come out once Mojang have stuff to be tested, so all this would mean is a few weeks/months of no development versions.
Still, I'd like to see the rarity of those precious gemstones preserved with any implementation.
Currently, the rarity of diamond is 0.0015% If the Y scales off into plutocratic numbers, then I'd like to see that ratio preserved as you go ever-descending. Since 1~11 has the chance of diamond, as you go further, having each CC have a 0.0614% chance of spawning diamond seems reasonable (and preserves it's rarity).
