I will repeat, falling forever will never, ever, come up in a vanilla situation.
Automatically killing the player is a bad solution for more than one reason. First of all, what if the player is in creative mode? The only time a creative player should be dying is if they use /kill. Second of all, there are too many variables. Water and cobwebs completely negate fall damage. Resistance V does the same.
There's absolutely no need to implement a system with many glaring, unfixable flaws for an issue that will never occur. In the OP, it's stated the Void can be moved via associated NBT data tag. Map makers could make errors that cause eternal falling, but it's their job to fix their map, not the devs' job.
Actually just to prevent possible infinite-falling problems one could make it so that a player who reaches maximum falling speed (or has reached it for a certain time) starts losing half a heart per second (because of friction). Since this counts as damage and not as an instant kill it will not affect creative users.

How about the overworld (maybe also nether) are the only places to be infinite, and the end has a void. Problem = solved.

I'd use 'believable'.
1) Calacbolg has recently stated that Chunk Loaders would be a bad thing to implement, for it would be very easy to corrupt maps by loading too much area. If you want something to fall, just go with it. I can't really think of a normal situation where you'd cause something to fall, go far away to where that chunk column is not loaded, travel far downward, and go to the X and Z where you dropped it. This kind of situation would usually only be created if it is intentional by the users.
2) The dimensions being in the same world at different heights is entirely speculation by users and does not relate to the actual suggestion.
3) It is fine that you're against infinite depth, CC will allow you to set where the bedrock/void layer generates. If all you wanted to do was extend the height and depth limits, it would lag with the current chunk system.
This has been discussed before a few times, and the solution is exactly what you have described. I talked about this in my video.
Thank you, that is better. I do want the terrain to be more "believable," but not quite "realistic." Not quite as wild as amplified, but with rivers, mountains, cliffs, and the like on a larger scale. (And some floating islands thrown in for good measure.)
