I think you misunderstand what he talked about.
He say cubic chunk doesn't work to reduce the lag of new world type.
But he didn't say it isn't needed

One fix could be to add a differenciation between opaque blocks and "semi-transparent blocks" (transparent blocks have to be ignored obviously), and the system would search the highest block below a "semi-transparent block"(and repeat this operation until the light level is 0), which could be problematic if the 15 highest non-air blocks are leaves, especially in forests...and if there is a lot of air between these leaves.
And I do not think having 15 heightmaps, one for each light decreasing would be a good solution, but something should be found.
PS: Sorry if the explanation is not clear, I have always difficulties to explain. I just hope it was not a disaster ^^

The suggestion does not actually effect world gen at this time other then how chunks are stored.
The mod does not effect ore generation as far as I can tell at this time, and instead just changes the height map generation and increases the depth you can dig(basically the last layer of chunks is propagated forever downward). The ores themselves still follow all the same rules, so diamonds start appearing below level 16-21(? can't remember) and will continue to generate the further you dig down.
The heightmap would simply define the top block, calculations would be done later using the game's normal lighting calculations. You are probably thinking of a Lightmap, which is not the same as a Heightmap
As much as I like DB, he was not actually correct in saying that it wouldn't improve performance.
On a slightly unrelated note: how good is the Cubic Chunks mod? We need a report (and videos)!

This suggestion is about doing the same thing with the X and Z axises. It can't be truly infinite, even a BigInteger class would be limited to 2^4000000000 or something ridiculously big like that.
I do believe if this doesn't implemented soon we will become the most popular post on the forums.

So, the heightmap will just load the top blocks chunks? But for example if there is only one layer of leaves at the top, and a layer of stone that is not loaded lower than the leaves and higher than you, there should be shadow where you are...and the heightmap would not help for this (or the game could just load chunks below (or search the blocks below without loading chunks) until there is no more light below).
A little scheme to explain better:

Due to sunlight decay, anything more than 15 levels below the layer of leaves would have a light level of 0 anyways.
The Mo'Creatures creator made horses. New biomes and the new commands are far from useless.
When you're unappreciative of game creators it just comes back to bite you when they listen to you less.
