In any case, max build-height is exactly that, a maximum height that you can build in. Note the tense of that verb - it only defines heights that you cannot place blocks in. Case in point - make a server with max build height set to 16: Terrain generates perfectly normally, with blocks up to Y128, but you can't place blocks there.
I'd assume the default values would be the current ones, and bedrock would not be removed, it is still needed for wherever the void is set to generate at.
Bedrock would generate at the depth limit. The void would exist below the depth limit. If you changed the limit, the bedrock would not be removed, but simply more chunks could generate below it. If you want to globally lower the bedrock, then select the entire map in MCEdit or something and replace the bedrock with stone. To make the chunk system work well, I'd assume the build limits would be in vertical chunks instead of blocks. This would be less laggy and buggy, partial chunks = inefficient from my POV. Just as of current, changing the build limit would simply not allow you to build there. Any structures above the limit would stay there, but would be unmodifiable. What do you mean 'alot more blocks for 1 chunks', the server would need to generate 16x less blocks per chunk. The server would lag less and use less memory than the current chunk system. Older computers have a higher chance of dying without this system.

The idea, all in all, sounds (puts black shades on) EPIC
ores would simply become more common as you went deeper, you wouldn't have to dig to -10k Y to find your first diamonds. If you have played terraria the ores work somewhat like that. Most other things like this are not a problem when you consider you just change a couple numbers in the code to fix the height. And there are also more interesting solutions like this - http://www.minecraft...arcopolos-mods/edit: oops, saw a thing added in the OP that were not supposed to post about ore anymore, noted.
but still consider that with code all things can be changed if needed, terrain/ore is not a problem.
Not only does it sound cool, but the pictures (and video) of what the mod did, this kind of system would be absolutely awesome for terrain generation, it would breathe a very large lease of life into minecraft
I do hope either the mod gets picked up again or Mojang see's and implements this
Well said sir! Do you realize the impact this would have on what you can do in Creative mode if this gets put in Minecraft? Can you imagine the things groups like FyreUK would build? Can you imagine the things YOU would build? That's actually the main reason I'm supporting this, because the height limit is holding one of my creations back.

I think it would be better to get this made a part of Minecraft than to simply update it. I mean, you'll just have to keep updating it every time Minecraft updates, right?

They'll still be there, period. They don't HAVE to be removed when this system is implemented, they just CAN be.
Congratulations!

The suggestion will make infinite death possible (not necessarily there), and will allow sending less data between the server and the client.
Well said. You could have two people on a server and one could be on the surface and the other could be ten thousand blocks down and the server would only have to load the chunks the player on the surface can see and the chunk the player underground is in. It wouldn't have to load every chunk in between them.
