Of course, I highly doubt Mojang would attempt adding this into Minecraft. But it is an amazing idea, and it should be implemented ASAP.
There's no need to doubt Mojang adding this. If this suggestion was presented to them with tons of supporters, there's a very real chance they could consider it.
Is anybody willing to help design a banner for this? I would do it myself but I'm not too good with that kind of thing. Haha.

Unfortunately, rewriting the chunk system would most likely break most of the innards of minecraft. Not to say it won't be done, but something like this, no matter who the author is, would take a very long time to implement and debug. If I actually liked to program in java, I'd take a crack at it but I'd rather put that kind of time and energy into something that will bring me money lol.

The light would be calculated on the fly. To put it simply, a certain block can't NEED to have updated sunlight and be unloaded at the same time. If it's unloaded, then no effects of unupdated sunlight can apply.
Actually I think what schmidtbochum was saying is the current system of top-down light would not work. This is true, at least for infinite height. If height limits were left in place then the code could simply grab blocks at specified coordinates in chunks above it to figure out light without actually having to load the whole chunk. If said chunk(s) is(are) already loaded then this wouldn't be an issue.
Isn't it a little bit late to be pointing as a far less eloquent suggestion topic? This suggestion is well-formatted, accounts for glaring issues, and has much more discussion than that. Also, if you go ahead and look into the 'Commonly suggested topics' list, which links to the most eloquent suggestion fitting under that type, you'll find that this very topic is linked to, under 'Infinite Height'.
My sugestion is like 3 years old, and this is a refined re-post of it.
AND there post is about stacking 16x16x256 chunks on eachother, wich is kinda a waste of space and prosseing power to say the least.. This is about making ALL chunks into 16x16x16 chunks.... This leads to a grate reduce of the power required to load anything, not just the ablity to incress hight as high as you want (or as low as you want).
