Why wouldn't lava set fire to red stone like it does to other things? Wood burns, nether rack burns, grass burns, so why shouldn't red stone burn? Logically, stuff like cobblestone and gravel won't burn because of the substance but red stone, in my eyes, is just an electrical cord. So why shouldn't it burn when lava hits it? Why doesn't it flow away when water hits it? Think of it logically. Would dust stand up to lava or water?
Thinking logically, A non-combustible boulder is a (very x 10) big chunk of dust.
Combustion is all a question of surface area as well.
A large log would be far harder to catch on fire than the twig that fell off of it simply due to surface area, even if they had the same moisture throughout.
With this said, a redstone block would hold up to heat far better than redstone dust would.

Water does wash away redstone dust, at least last I thought. You could test to make sure.
But we're not talking about redstone dust, we're talking about redstone blocks which is a large solid amorphous slab of redstone.
That makes more sense now. I was confused. But single blocks of red stone would be like red stone dust but non movable by water of lava right? So they would have to have some kind of repeater but basic red stone repeater will get washed away or burned. So wouldn't they have to make two new blocks for red stone? Why wouldn't they just edit diamond and make it conduct red stone and gold can be a repeater?

Uhh because they can edit Blocks of Redstone? And plus, Redstone Dust is cheap as it is. Diamond and Gold conductors are useless. And plus, we are talking about detecting Water here.
It depends on the burning point of the substance. Steel is flammable, you just have to increase it's surface area to do so. Generally when you increase steel's surface area by shredding it, you too also increase it's flammability. This is beside the point, a giant block can have the same positive properties as the dust it's composed of without also inheriting its weaknesses.
